CASE TRUNK WATER AND SEWER AND LATERAL PUBLIC IMPROVEMENTS FOR CEDAR HILLS, CHESTNUT HILLS, WINDEMERE WOODS, WOOD POND HILLS, CHESTNUT POND AND FLEISCHERS 2ND ADDITIONS By: Ryan Schroeder, City Administrator Background: On June 25, 1991, the Ramsey City Council reinitiated the public improvement process for the above named projects. The reason for this is that Council is required to actually initiate the improvements within one year of the initial resolution ordering such. This did not occur in the past process due to lack of receipt of escrows from the various developers. Those are all in place currenfly for the three primary developments and, therefore, we are reinitiating the public hearing on today's date. We have previously met with representatives of the various developers and expect to receive petitions for the public improvements by the date of the meeting. The attached resolutions have been prepared and presented to Council assuming that this will occur. If we do not receive petitions from all of the developers, the Council is relegated to holding the public hearing but waiting for a 60 day period prior to passage of the resolution ordering the improvements. In that Council saw these improvements originally one year ago and probably have discussed them on a number of occasions, we will not present the engineer from Hakanson Anderson Associates at the Council table to explain them again; rather, staff will provide whatever explanation is necessary. Enclosed for your review and edification are the schematics which show the trunk water/sewer as well as lateral improvements for the first phase in the Cedar Hills, Chestnut Hills and Windemere Woods Additions as well as the proposed phasing schedule for the public improvements. Council should note that Hakanson Anderson and our City Engineer are joinfly appointed as Engineers for this project. The intent is for the consultant to continue as the responsible party for the trunk lines while the City will take on the lateral improvements with consulting assistance where and when required by our lack of expertise or time availability. Recommendation: Hold the public hearing on these public improvements with passage of resolutions receiving petitions from all developers providing for petitions. If all five developers provide petitions by July 9, 1991, then it is the second recommendation to pass upon the resolution ordering the public improvements.
