Schroeder, City Administrator <br /> <br />Background: <br /> <br />At the July 9, 1991 meeting, Council passed upon resolutions receiving petitions from the <br />developers of Windemere Woods, Cedar Hills and Wood Pond Additions. Since that time, we <br />have received petitions from the owners of Chestnut Hills, Chestnut Pond and Fleischer's 2nd <br />Addition. Therefore, enclosed for your review and ratification are three resolutions receiving those <br />petitions for the improvements of the extension of sanitary sewer and water. In that we now have <br />received petitions from all five developers of the six subdivisions contained in this improvement, <br />we also have included within the case, the resolution ordering the improvement and preparation of <br />plans and specifications for Improvement Project//90-14 which is the extension of trunk sanitary <br />sewer and water lines to service the various departments. <br /> <br />At the last "go-round", a year ago, when the resolution for Project g90-14 was passed, the City did <br />not go forward on the improvement project because Letters of Credit or similar instruments were <br />not provided to the City by the developers for the escrow accounts. Further, we had not had our <br />auditor review the credit references and ratings for the various developers. Both of these have now <br />occurred. The escrows have been supplied since approximately June I, 1991. As you are aware, <br />the review of credit standing and financial data recently was completed by Ken Malloy. Mr. <br />Malloy has stated that the minimum escrows provided for the Chestnut Hills and Cedar Hills <br />project should be sufficient and he stated that the Windemere Woods development appeared to be <br />backed by an owner of significant net worth and good liquidity. Given the above, it is the staff <br />recommendation that with passage of the resolution ordering plans and specifications for <br />Improvement Project g90-14, that staff immediately go ahead with tasks resulting in the completion <br />of this project. Our proposed schedule would be that we would Set a bid date in August with <br />receiving bids and awarding bids by the f'zrst of October with construction commencing by <br />November. Council should note that the resolution for Improvement Project #90-14 has been <br />amended somewhat in that it appoints the City Engineer, Mr. Steven Jankowski, as the engineer <br />for the entire project and contemplates that if he requires assistance from consulting engineers that <br />he will be afforded the opportunity to gain this assistance. <br /> <br />Recommendation: <br /> <br />Pass upon the three resolutions receiving petitions for improvements of the extension of sanitary <br />sewer and water for Chestnut Hills, Chestnut Ponds and Fleischer's 2nd Addition.
