I I I I I I I I I I i I I '1 I CASE TRUNK WATER AND SEWER AND LATERAL PUBLIC IMPROVEMENTS FOR CEDAR HILLS, CHESTNUT HILLS, WINDEMERE WOODS, WOOD POND HILLS, CHESTNUT POND AND FLEISCHER'S 2ND ADDITIONS By: Ryan R. Schroeder, City Administrator Background: At the July 9, 1991 meeting, Council passed upon resolutions receiving petitions from the developers of Windemere Woods, Cedar Hills and Wood Pond Additions. Since that time, we have received petitions from the owners of Chestnut Hills, Chestnut Pond and Fleischer's 2nd Addition. Therefore, enclosed for your review and ratification are three resolutions receiving those petitions for the improvements of the extension of sanitary sewer and water. In that we now have received petitions from all five developers of the six subdivisions contained in this improvement, we also have included within the case, the resolution ordering the improvement and preparation of plans and specifications for Improvement Project//90-14 which is the extension of trunk sanitary sewer and water lines to service the various departments. At the last "go-round", a year ago, when the resolution for Project g90-14 was passed, the City did not go forward on the improvement project because Letters of Credit or similar instruments were not provided to the City by the developers for the escrow accounts. Further, we had not had our auditor review the credit references and ratings for the various developers. Both of these have now occurred. The escrows have been supplied since approximately June I, 1991. As you are aware, the review of credit standing and financial data recently was completed by Ken Malloy. Mr. Malloy has stated that the minimum escrows provided for the Chestnut Hills and Cedar Hills project should be sufficient and he stated that the Windemere Woods development appeared to be backed by an owner of significant net worth and good liquidity. Given the above, it is the staff recommendation that with passage of the resolution ordering plans and specifications for Improvement Project g90-14, that staff immediately go ahead with tasks resulting in the completion of this project. Our proposed schedule would be that we would Set a bid date in August with receiving bids and awarding bids by the f'zrst of October with construction commencing by November. Council should note that the resolution for Improvement Project #90-14 has been amended somewhat in that it appoints the City Engineer, Mr. Steven Jankowski, as the engineer for the entire project and contemplates that if he requires assistance from consulting engineers that he will be afforded the opportunity to gain this assistance. Recommendation: Pass upon the three resolutions receiving petitions for improvements of the extension of sanitary sewer and water for Chestnut Hills, Chestnut Ponds and Fleischer's 2nd Addition. Also to pass upon the resolution order/ng the plans and specifications of trunk and lateral lines Improvement Project//90-14, 90-19, 90-20, 90~21 and 90-28.
