CASE <br /> <br />CONSIDER ADOPTION OF ORDINANCE <br />REGULATING PREMISES WHICH ARE <br />CONDUCIVE TO HIGH-RISK SEXUAL CONDUCT <br />By: Mike Auspos, Police Chief <br /> William Goodrich, City Attorney <br /> <br />Background: <br /> <br />As was stated when this ordinance was introduced on May 28, 1991, the Police Chief has <br />reason to believe that within the City there are commercial premises and buildings which,by <br />reason of their design and use, are conducive to the spread of communicable disease, <br />particularly with regard to AIDS. The enclosed proposed ordinance is therefore drafted to <br />respond to this concern. Included with the May 28, 1991 agenda was information from the <br />U.S. Surgeon General and Minnesota Department of Health which will give you <br />background on this subject as well as permit you to make the appropriate f'mdings. We are <br />also including information described below for your review. Staff has prepared the <br />proposed finding based on this information. Enclosed you will also find an Affidavit from <br />Police Chief Auspos on this subject.
