CI~' OF ~ISEY <br /> <br /> Littering Garbage. <br />Offm~se/lncJde. t: <br /> <br />I <br />I <br />I <br /> <br /> Received information that at the Moroz Hardware store, a dumpster belonging <br />to Gallagher's Service 1691 91st ave. NE Blaine, MN #784-4709 had been dumped <br />in the parking ldt with the remains of the contents left in the parking lot. <br /> <br />The orginal, complaint came from the City. Officer Way 6bserved the dumpster and <br />the contents inside. He stated that the items that were inside were no~on the parkin~ <br />lot ground. <br /> <br /> I <br />Steve Lutmec contacted Gallagher's and found that the persons who owned the property, Moro=~ <br />did not pay their bill for the past 6 mos. <br />I advised Steve that this was not the problem of the City but of Gallaghers if <br />Moroz did not pay their bill. Advised that the item should have been dumped at a land <br />fill this amount of money should have been charged to Moroz on top of the past due <br />bill. <br /> <br />I called a Mark Long at the sanitation service, 6-12-92 he stated that Moroz owed them <br />$300.32 for past rent on the dumpster. The contract was stopped on 2-28-91. ~ <br />I advised that it was their problem with~oroz, not their problem with the City ~nd the <br />items should not have been dumped in the parking lot. Mark advised he will chec~ into <br />this and call me back. <br /> <br />I <br />i <br />I <br />i <br />i <br /> <br />~"Tcontacted the service again and received information that a Rick Gallager would be <br />handling the case. I waited for him to return my call but did not hear anything as of <br />1700 hours on 6-13-91. <br /> <br />6-14-91 0910am I received a message to contact Rick, I phoned and expre~sed my concern <br />to him about the garbage. He stated that in the past, they would pick up their dumpster <br />but leave the contents at the site as it was not their responsibility as they did not place~ <br />the garbage there. I explained that I felt the proper way was for them to pick up theI <br />garbage, dump it and file a lein against the property for the past due rent owed and <br />the cost of dumping the dumpster. I expressed my concern with them not receiving any m°ney~ <br />but again their problems were with Moroz not the City. I explained that it is a concern <br />for Public Health as it is near a Grocerey Store and several residences. <br />I gave him the .name and addresses on George and Eugene Moroz for him to contact . I <br />explained we would like this cleared up within the day or two. Rick advised he may stop <br />out at the site himself and check it out.
