Motion by Councilmember Riley, seconded by Councilmember Johns, to send the proposed <br />Charter language to the Charter Commission for review and comment. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, Kuzma, and <br />LeTourneau. Voting No: Councilmember Tossey. Absent: Councilmember Backous. <br />7.04: Sophia - Ramsey Business Subsidy Agreement; Early Termination and Payout <br />Request <br />Economic Development Manager LaFrance presented the request of Sophia - Ramsey for early <br />termination of Business Subsidy Agreement to close out the LLC that owned the property. The <br />requested payout is $8,000 instead of $11,760 that is due to them. He presented alternatives and <br />recommendation of the Economic Development Commission and staff to accept the request of <br />Sophia - Ramsey, realizing a savings of $3,524.80. <br />Motion by Councilmember Riley, seconded by Councilmember LeTourneau, to approve early <br />termination and payout of Business Subsidy Agreement between Sophia- Ramsey LLC and City <br />of Ramsey dated January 15, 2010. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, LeTourneau, Johns, <br />Kuzma, and Tossey. Voting No: None. Absent: Councilmember Backous. <br />7.05: Discussion of Letter of Intent to Purchase Property — 6203 Rivlyn Avenue (portions <br />were closed to the public) <br />Economic Development Manager LaFrance clarified that this discussion will include two <br />separate letters of intent by a business to purchase two residential properties at 6203 Rivlyn <br />Avenue and property at the intersection of Vicuna and 178 Avenue NW. <br />It was noted that under Minnesota Statutes, Section 13D.05, Subd. 3, the meeting can move into <br />closed session to discuss confidential or non - public appraisal data and acquisition negotiations. <br />The closed session discussion will relate to two separate Letters of Intent to purchase property: <br />6203 Rivlyn Avenue NW, and a property located at the intersection of Vicuna / 178 Avenue <br />NW. The closed session will be tape recorded and that tape will be maintained for a period of <br />eight years. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Kuzma, to move to <br />Closed Session to discuss acquisition negotiations. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Letourneau, Kuzma, Johns, <br />Riley, and Tossey. Voting No: None.
