was also indicated that information on future median placement within the whole corridor is <br />missing, such as farther south by the school. <br />Mr. Kobilarcsik explained how the County determined placement of medians in this project and <br />assured the Council that Anoka County has not yet addressed placement of future medians within <br />the broader corridor. <br />Motion by Councilmember Riley, seconded by Councilmember Tossey, to Adopt Resolution <br />#14-01-017 Approving the Draft JPA, as revised to remove the trail, watermain loop, and <br />medians. <br />Further discussion: City Engineer Westby advised that the watermain can be constructed <br />independently of the trail. He stated if the Council directs, staff can look again to determine if <br />there is a more cost effective method to address the steep slope. Councilmember Tossey stated <br />the impetus for the watermain was trail installation and it can be considered in the future if there <br />is not urgency. City Engineer Westby explained it would be easier and cheaper to do the <br />watermain with this project. Councilmember Johns asked if there is a tie in with the trail and <br />ponding. City Engineer Westby explained the County was going to provide value to the City for <br />use of its parcel for stormwater. Mayor Strommen stated resident concern comes up every time <br />there is a trail but trails have been constructed in resident's yards and across driveways, though <br />she agreed it is an adjustment. <br />Substitute motion by Councilmember Riley, seconded by Councilmember Tossey, to Adopt <br />Resolution #14 -01 -017 Approving the Draft JPA, as revised to remove the trail and medians. <br />Further discussion: City Administrator Ulrich stated an option is for Anoka County to purchase <br />land for roadway ponding with the funds going into the Park Dedication Fund. Mayor Strommen <br />suggested staff address that option with Anoka County. Councilmember LeTourneau stated he <br />does not support the motion because it would remove medians. <br />Motion failed. Voting Yes: Councilmembers Riley, Tossey, and Kuzma. Voting No: <br />Councilmembers LeTourneau, Johns, and Mayor Strommen. Absent: Councilmember Backous. <br />Motion by Councilmember LeTourneau to Adopt Resolution #14-01-017 Approving the Draft <br />JPA, as revised to remove the trail. <br />There being no second, Mayor Strommen declared the motion to have failed. <br />Mr. Kobilarcsik stated he will talk with the County Attorney's office about the parkland and <br />drainage pond. <br />The consensus of the Council was to ask staff to find a solution to address safety concerns of the <br />steep slope and intersection at old County Road 5. It was agreed that the Council sees the value <br />in this project but is concerned about addressing the issues raised by residents. <br />City Council / January 14, 2014 <br />Page 8 of 12 <br />
