Councilmember Kuzma stated there is time for additional research as the JPA expires in 2015. <br />Councilmember Riley asked why the City wouldn't want to do all modifications at the same <br />time. <br />Councilmember Kuzma stated BWSR has already approved for Coon Rapids to pull out of the <br />LRRWMO and he does not see a problem in going along with that change. He explained that <br />Coon Rapids only had a small portion of land within the LRRWMO so they requested a <br />boundary change and will move to the Coon Creek Watershed District. Councilmember Kuzma <br />stated there has never been an issue with the JPA and the only issue is the Rum River dam and <br />potential of future projects. <br />City Administrator Ulrich stated Coon Rapids had 4% of the LRRWMO and was a small <br />contributor to the budget. However, they did bring another vote (equal vote) to the table. <br />Councilmember Kuzma asked if there is a reason to not support the request of Coon Rapids to <br />withdraw from the LRRWMO. <br />City Attorney Langel stated BWSR has already approved the boundary change and Ramsey is <br />being asked to ratify that action so regardless of what Ramsey does, he thinks it is a done deal. <br />Councilmember Riley suggested Ramsey notify the LRRWMO that it needs more time to <br />negotiate the terms. <br />Councilmember Kuzma stated the LRRWMO would be interested in having a joint meeting with <br />member City Council's to discuss this item. However, he does not know whether such a meeting <br />will be productive. <br />Councilmember Tossey felt Coon Rapids was pulling out of the LRRWMO to avoid contributing <br />to costs for the Rum River dam. He stated he received a call from Anoka Councilmember <br />Weaver who made it clear Anoka wants all to buy into the costs for the dam. Councilmember <br />Tossey stated he is concerned that Coon Rapids had an equal vote when it only had 4% of the <br />property within the LRRWMO. He was also concerned that Ramsey could end up paying 49% <br />of the costs for the Rum River dam. <br />Councilmember Kuzma stated the JPA does not have clear language relating to votes on capital <br />improvement projects and he is concerned that Ramsey will get out voted. <br />Councilmember Riley again suggested that Ramsey notify the LRRWMO that it needs more time <br />to consider the language including that related to capital improvement projects. <br />City Administrator Ulrich asked if it is an option to include a dollar limit that can be levied by <br />agreement or spending by the LRRWMO. <br />City Council Work Session / January 14, 2014 <br />Page 8 of 9 <br />
