PURPOSE: <br />The purpose of this proposal includes: <br /> 1. To pool the resources of as many governmental units as possible to address needs on a <br />District-wide basis rather than on a community-by-community basis. <br /> 2. To assist (supplement, not replace) volunteer youth and adult athletic organizations in the <br />management of their programs. <br /> 3. To expand recreational opportunities and services for all ages. <br /> 4. To coordinate and administer recreational programs for those communities that have <br />facilities and desire such coordination. <br /> 5. To cooperate in order to hire a full-time Recreation Coordinator and a half-time clerical <br />person to accomplish the first four purposes stated above. <br /> <br />ORGANIZATIONAL STRUCTURE--HOW DO WE DO THIS? <br />Following our collective discussions and study of the proposal, and assuming that problems are <br />resolved to the participants' satisfaction during that process, the participating groups would enter into <br />a joint powers agreement which would spell out all the particulars of how the program would be <br />organized, funded, office location, fiscal agent status,etc. In short, all the "nitty gritty" that we have to <br />work through in the coming months would be summarized and agreed to in the document. <br /> <br />JOB DESCRIPTION: <br />We need a clear job description--what is it that the person will do? <br /> 1. Coordinate and supervise youth and adult sports. Assistance to these volunteer <br />organizations could include <br /> a. Registration of players and teams <br /> b. Collection of Fees. <br /> c. Scheduling of facilities <br /> d. Coordination of special tournaments or events <br /> e. Coordination with state associations <br /> f. Clearinghouse of information <br /> 2. Administer youth and/or adult recreational programs for those communities that desire such <br />services. This would be similar to what Community Education currently does for the City of Elk River. <br />Each community would stipulate how extensive that program may be-from a few summer programs <br />to a full year-round program, <br /> 3. Coordinate programming efforts between communities, and between youth athletic <br />organizations, and with District 728 Community Education to maximize cooperation and coordination <br />and avoid duplication. <br />It is recommended that this position not be an entry-level position. There will be a great deal of <br />coordinating, cooperating, and possibly enticing that will be done by the person. Two to five years of <br />progressive experience in a Park and Recreation program, a degree and Park and Recreation or a <br />related field would both be required.
