PURPOSE: The purpose of this proposal includes: 1. To pool the resources of as many governmental units as possible to address needs on a District-wide basis rather than on a community-by-community basis. 2. To assist (supplement, not replace) volunteer youth and adult athletic organizations in the management of their programs. 3. To expand recreational opportunities and services for all ages. 4. To coordinate and administer recreational programs for those communities that have facilities and desire such coordination. 5. To cooperate in order to hire a full-time Recreation Coordinator and a half-time clerical person to accomplish the first four purposes stated above. ORGANIZATIONAL STRUCTURE--HOW DO WE DO THIS? Following our collective discussions and study of the proposal, and assuming that problems are resolved to the participants' satisfaction during that process, the participating groups would enter into a joint powers agreement which would spell out all the particulars of how the program would be organized, funded, office location, fiscal agent status,etc. In short, all the "nitty gritty" that we have to work through in the coming months would be summarized and agreed to in the document. JOB DESCRIPTION: We need a clear job description--what is it that the person will do? 1. Coordinate and supervise youth and adult sports. Assistance to these volunteer organizations could include a. Registration of players and teams b. Collection of Fees. c. Scheduling of facilities d. Coordination of special tournaments or events e. Coordination with state associations f. Clearinghouse of information 2. Administer youth and/or adult recreational programs for those communities that desire such services. This would be similar to what Community Education currently does for the City of Elk River. Each community would stipulate how extensive that program may be-from a few summer programs to a full year-round program, 3. Coordinate programming efforts between communities, and between youth athletic organizations, and with District 728 Community Education to maximize cooperation and coordination and avoid duplication. It is recommended that this position not be an entry-level position. There will be a great deal of coordinating, cooperating, and possibly enticing that will be done by the person. Two to five years of progressive experience in a Park and Recreation program, a degree and Park and Recreation or a related field would both be required. Clerical support will be needed to handle the registration, fee collection, and program dissemination aspects of the job, as well as the anticipated heavy Icad of phone call inquiries and clarification that is usually associated with recreation programs.
