*Use an existing district-wide board or council, after amending its membership to assure <br />representation from all participants. (i.e. the Community Education Advisory Council). <br /> 'There should be a clear chain of command for the recreation position. The person should <br />have someone to report to tor day-to-day decision-making and interpretation of priodty tasks, <br />appropriateness of requests on his/her time, etc. tn addition to having a person to report to for day- <br />to-day concerns, the person would also report to the governing board. <br /> <br />FISCAL AGENT: <br />A fiscal agent for the program will need to be agreed upon, with payroll, benefits, office costs, <br />revenues, etc. all flowing in and out of that fiscal agent. It is recommended that the fiscal agent be: <br />one of the participating governmental units. <br />There should be clarity about how program costs and revenues are handled, and by whom. For : <br />example, the staff would be expected to plan recreational programs for youth and adults at <br />recreational facilities in the vadous communities. These programs would generally have participation <br />fees and paid staff. Would all revenues and all expenditures for such programs be handled by the <br />fiscal agent, or stay in the budget of the host community? <br />Some programs generally create deficits rather than completely covering costs. Examples include: <br /> ' Summertime recreational programs for youth. It is common for example with the Elk River: <br />Recreation program to provide a free t-shirt to each child that participates. In the past, we have not <br />attempted to recoup that cost--the City simply pays for the shirts. It is recommended that this area be <br />clarified as well. The options include having the local community cover such deficits, and approving <br />the specific programs and fees prior to implementation. <br /> *Programs that do not generate revenue, but that incur expenses. Outdoor ice rinks are a <br />good example. Generally these programs are already provided by local municipal governments. <br />A participating government may wish to have the new recreation person coordinate some aspects of <br />their outdoor dnk, such as hiring staff, determining hours of operation and rules, and coordinating <br />with local parks personnel regarding timely flooding, etc. However the costs of operation should <br />continue to stay with the local government, and not be brought into the fiscal agent budget. <br /> <br />LOCATION OF OFFICE: <br />The office will need to be able to provide for the basic needs of the two people. A public building that <br />is accessible, telephones, copier machine, computer, etc. will all be needed.
