Appendix A

C) lflentify the generators to be served

Primarily local residents will be served by the Christmas tree chipping component of
the proposed program. Residents from other municipalities would also be able to
take advantage of the drop-offs as the drop-offs would not be monitored on a 24-
hours a day basis. The City would expect to chip an average of 1,500 Christmas
trees each year of the grant program. This number would also increase as the number
of households in the City increases as the grant program continues into the second
and third years.

The City would also be using the chipper for the removal of brush from disease
control efforts, storm damage, and normal maintenance of trees in City Parks and
other City controlled property.

The City would also be providing a chipping service at the Annual Spring Clean-up
Day. This service would only be open to Ramsey residents as that is one of the
requirements of Clean-up Day participation. The chipper would also be made
available to neighborhoods on a as needed basis.

When the chipper is not in use by the City, it would be made available to other cities
for use in their chipping programs. The hourly cost of rental would be determined by
the estimated cost of maintenance and depreciation costs. The estimates are $30.00
per hour for the fa'st year of the grant. This charge may change as the City develops
more accurate figures on the cost of maintaining the equipment.

How will the Project Sponsor measure progress in meeting the stated
goals? What records or other methods will be developed and used to
suppo, rt and document the results of the proposed project? What types of
on-going evaluation will be used to determine the success of the project?

Measuring and evaluating the success would be the volume of chips and the numbers of
hours that the chipping equipment is used by the Public Works Department This would be
tracked by a report form that the department personnel would use to record the day, length
of time, and volume of chips produced. This form would be used for the disease control
and Clean-up Day chipping component of the program. The Christmas tree chipping
component would be tracked by a similar form showing the date, hours of use, number of
trees chipped, and volume of chips produced. They would then use the formula developed
during the two demonstration program to figure the amount of brush chipped.

Prepare a Capital Assistance Grant Work Program.

ACTIVITY/TASK

PERSON/POSITION

TIMELINE

Equipment Acquisition

Public Works Supervisor

August, 1991

Project Management
Production Reports

Project Manager

August, 1991 - July, 1994

Chipping of Brush

Public Works Department August, 1991 - July, 1994

Financial Reports

Finance Officer

August, 1991- July, 1994

Tree Inspection

Environmental Specialist August, 1991 - July, 1994
