CC Work Session 2. 1. <br />Meeting Date: 02/11/2014 <br />Information <br />Title: <br />Presentation by and Review of Contract with Elwyn Tinklenberg <br />Purpose/Background: <br />Purpose: To receive a legislative update from Elwyn Tinklenberg as well as to review his proposal for an <br />amendment for continuing to contract with The Tinklenberg Group. <br />Background: In February 2013, Council entered into a contract with Elwyn Tinklenberg for legislative consulting <br />services related to the pursuit of funding for the Trunk Highway 10 and Armstrong Boulevard Interchange. <br />In September 2013, Council approved an amendment to the 2013 Consulting Services Agreement with The <br />Tinklenberg Group. The amendment was to extend the contract to provide for additional services to advance the <br />construction of the TH 10 and Armstrong Boulevard interchange. In brief, the extension allowed for continuing <br />efforts with MnDOT supporting the interchange and opportunities to advance construction; working with key <br />legislative leaders to maintain awareness of the interchange project and support for funding alternatives, <br />maintaining communication with the Governor's office and MnDOT regarding their understanding and support of <br />the project; and following up with Senators and Representatives regarding federal funding support. Council voted <br />to extend the contract through January 31, 2014, at a monthly cost not to exceed $2,000. <br />Staff received communication from Mr. Tinklenberg offering to present a legislative update to the Council. Mr. <br />Tinklenberg also submitted Amendment #3 to the 2013 Consulting Services Agreement for Council review and <br />discussion. It is basically an extension of Amendment #2 and would cover pre -session activities in February as well <br />as the work during the session itself. The draft amendment proposes to extend the term of the original agreement <br />through May 31, 2014, at a total cost not to exceed $20,000. The per month cost has jumped to $5,000, reflective of <br />the increase workload of the legislative session. The proposed amendment is attached to this case for Council <br />information. <br />There is a case on the Consent Agenda for this evening's Council meeting asking for approval to the amendment to <br />the contract with The Tinklenberg Group. If there are any changes suggested to the contract, the item can be pulled <br />from the Consent Agenda and added to the regular agenda for discussion or to a future agenda. <br />Timeframe: <br />Approximately 20 minutes. <br />Funding Source: <br />Since this effort relates to the construction of the Armstrong Interchange and Highway 10, previous and proposed <br />funding will come from the City's Public Improvement Revolving Fund. <br />Responsible Party(ies): <br />City Administrator <br />Outcome: <br />To receive direction with regard to a contract amendment with The Tinklenberg Group. <br />
