I <br /> <br />review. In that this is a tax increment project and each subsequent year that passes without <br />completion of thc project costs in thc neighborhood of $50,00() to $100,0(Y0 in lost tax incrcmcm, <br />we are of the opinion that it is the most efficient use of City dollars to contract for this engineenng <br />work in order to make thc tots available for thc next construction season. If City Staff conducted <br />the work it would delay lot availability to 1993 and at thc same time, fully encumber our staff and <br />not allow for work on other projects such as the McKinley Street project. <br /> <br />Recommendation: <br /> <br />Each of these fn'ms come with inherent advantages and disadvantages. }::or instance, if we were to <br />award thc work to Hakanson Anderson, certainly the), are thc most accessible firm in that the), are <br />located in Anoka while the other two are in Plymouth and St. Paul. Also, their not-to-exceed basic <br />service bid is lower than the other two firms. Since they have conducted the preliminary design for <br />the trunk sewer work, the), are probably most familiar with the project at this point and wouldn't <br />have to spend any time in becoming familiar such as will be spent by either of the other two firms. <br />(However, each of these two firms think that this represents about $1,000 of time). Finally since <br />I'-lakanson Anderson has been in thc area and with this project for some period of time and since <br />the), are most familiar with the project scope and issues related to the project, their basic service bid <br />and field service estimate is likely based upon a higher level of 'knowledge than from the other two <br />firms. Working with either of thc other two firms affords the City Council the opportunity to <br />become familiar with another firm and vice versa which allows for greater flexibility in engineering <br />assignments in the future. The McCombs firm has the lowest total cost bid and estimate of the <br />three fn-ms and the), have conducted some preliminary engineering for the developer of the Cedar <br />Hills Addition. Therefore, they are ah'cady somewhat familiar with the project. The Maicr Stewart <br />fn-m has the advantage of having staking crews located in Anoka and Elk River as well as field <br />technicians in both St.. Francis and Coon Rapids which allows for a fairly immediate response for <br />on-call situations. This £n"m has also supplied us with the longest municipal client list on which are <br />included several cities in the Anoka CounB' area. <br /> <br />Staff is concerned that this is a somewhat complex project in that it deals with five different <br />subdivisions through which trunk or lateral work will be constructed and four different <br />subdivisions for street improvements. Therefore, familiarity with the u-unk work as well as the <br />f~st phase improvements are important to us. Council is reminded that there are three subsequent <br />phases which are intended to occur in each subsequent year (1993, 9,4 and 95) and therefore there <br />are additional opportunities proposed to dole out work to various engineering firms. We are <br />certain that either of these three firms could do quality work for us and therefore it becomes an <br />issue of how committed the City Council is to providing an opportunity for engineering services to <br />be received of a firm other than Hakanson Anderson AssocSates, Inc. <br /> <br />In an), case, Staff recommends that, by motion, Council authorize the City Administrator to <br />negonate and enter into a contract with one of these three firms pursuant to the letter attached from <br />Stove Jankowsld to the engineering firms and pursuant to the bids and estimates as supplied by the <br />firms. A second motion which will be requested of Council is to pass upon a resolution supplied <br />by Bond Counsel Holmes & Graven. Tuesday evening passage of this resolution reacts to a new <br />requirement, which is now a legal requirement for reimbursement for project expenditures through <br />issuance of an eventual bond sale. Since this is contemplated to be the case in this public <br />improvement project, it becomes a legal requirement to pass upon this resolution. This resolution <br />will be sent to Council under separate cover. <br /> <br /> <br />
