For more detailed information, <br />please contact the Community Development Department at 763-433-9824, planning a,cityoframsey.com or see this report <br />online at www.cityoframsey.com/DevelopmentUpdate. <br />City Council Adopts Ordinance #14-01 Giving Final Approval to Total Defense for an indoor Shooting <br />Range at 6001 167th Ave NW <br />On February 11, 2014, the City Council adopted Ordinance #14=01 allowing Indoor Commercial Recreation, including Indoor <br />Shooting Ranges, in a portion of the B-1 General Business District and established performance standards for Indoor <br />Shooting Ranges, as recommended by the Planning Commission. The vote was 5-2. The story was carried on the 9:00 and <br />10:00 news broadcasts on Channel 9 (KMSP). Those broadcasts are available online at www.mvfox9.com. Additionally, the <br />story was carried on Channel 11 (KARE), but the story is not available online. <br />The case garnered significant attention from the community as well as local media. The City estimates that the number of <br />attendees for this specific case last evening exceeded 100individuals, with a great deal of written public comment submitted <br />over the past week. The meeting had overflow seating in the main lobby, as well as a few people taking advantage of a live feed <br />in the Lake Itasca Conference Room. Special thanks to Chief Way, Chief Kapler, and the respective Public Safety Staff with <br />assistance in the logistics of preparing for the attendance of last evenings' meeting. <br />The adoption of Ordinance #14-01 sets into motion several actions. First, provided that the Ordinance does become effective <br />after publication of the Ordinance, the contingent approvals specific to 6001 167th Ave NW for an Indoor Shooting Range will <br />become official: The Ordinance will be published in the Anoka County Union, the City's Official Newsletter on Friday, <br />February 14, 2014. The Publication Period is 30 days before the Ordinance becomes effective. The Publication Period does <br />provide for a counter -petition process in which the question of reversing the City Council's decision can be placed on the <br />ballot for a Citywide vote as a referendum. Specifics on this process is available from our City Attorney upon request. In short, <br />it would take approximately 2,759 signatures (20% of the total registered voters for the last citywide election) in order to place <br />on a ballot for a community vote. As stated during Public Comment on February 11, Little Me Child Care is now represented <br />by an attorney, and the City will await to see if any further communication or action is submitted by this attorney on behalf of <br />Little Me Child Care. At the end of the day, the City will continue positive communication with Little Me Child Care from a <br />Business Retention perspective and tap into the expertise of our Economic Development Manager to make sure all businesses <br />within the community have the opportunity to thrive. Following the City Council Meeting, City Staff was able to touch base <br />with the owners of Little Me Child Care and expressed a desire to keep open the lines of communication in order to ensure <br />that the two (2) uses continue to be compatible and look for opportunities that may result from the new tenant next door. <br />The Applicant will now consider drafting final plans for review for the required Building Permit. The construction entails a <br />tenant build out of the existing facility; it does not involve and expansion of the existing footprint. That plan review process <br />will take approximately 30 days once submitted for review. The exact construction timeframe is still not finalized, but is <br />anticipated to begin this spring or summer. <br />Special thanks to Chris Anderson, City Planner, for the many hours of diligent work put into this case to ensure that as <br />presented, the use would be safe and compatible with all surrounding properties. The City put together a robust citizen <br />engagement process surrounding this review to ensure that all interested individuals had an opportunity to have their voice <br />heard. Also, thank you to the Economic' Development Authority and Planning Commission for the work over the past year <br />not only on this specific policy issue, but the broader community issue of finding a way to make the Comprehensive Plan and <br />zoning ordinance allow for a revitalized and thriving node at 167th Avenue and Highway 47.
