5. POLICY BOARD BUSINESS <br />5.01: Review Prohibited Species in Ramsey Tree Book <br />City Planner Anderson presented the staff report. <br />Board Member Lewis arrived. <br />Board Member Stodola confirmed that the DNR does have the Amur Maple listed as an invasive <br />species. <br />Chairperson Max stated that he found it odd that nurseries would continue to stock an item listed <br />on the invasive species list. <br />City Planner Anderson noted that the Amur Maple is often popular because of the strong fall <br />colors and use as a hedge row. He noted that it is not illegal to stock an item on the invasive <br />species list and explained that nurseries would most likely stock items that are popular sellers. <br />Board Member Hiatt noted that a boulevard placement would not be appropriate for this item, <br />even if it were not placed on the prohibited list for the City, as the ultimate height would not <br />provide the appropriate screening desired for the boulevard. <br />City Councilmember Letourneau asked for additional information comparing the Amur Maple to <br />other invasive or prohibited species, such as buckthorn. <br />Board Member Valentine questioned if contractors were aware that the City has this list of <br />prohibited trees. <br />City Planner Anderson confirmed that it is known that there are these regulations and advised <br />that all the information is available on the website. He explained that this regulation is for <br />required landscaping and noted that a homeowner could go on their own and plant any tree they <br />desire on their own property. He advised that the request included in the staff report mentioned a <br />specific situation and noted that the request was from a builder and not an actual homeowner. <br />He asked for direction from the Board on whether they would like to thoroughly review the tree <br />book and whether Amur Maple should remain on the prohibited list. He noted that the trees that <br />were planted are going to remain in the ground at this time because of the frozen conditions. <br />Motion by Board Member Hiatt and seconded by Board Member Stodola to reaffirm that the <br />Amur Maple remain on the prohibited species list in the tree book, and to remain consistent with <br />the DNR invasive species list. <br />Further discussion: Board Member Lewis stated that he would be more concerned with the level <br />of knowledge that there is this tree book in regard to members of the public. <br />City Planner Anderson noted that a landscaping plan is required during the approval process and <br />the requirements are reviewed and discussed during that process.
