A letter dated September 18, 199I from City Administrator Ryan Schroeder <br />regarding junk vehicles and the September 24, 1991 Council meeting. <br /> <br />15) <br /> <br />A copy of the City of Ramsey Ordinance established October 10, 1978 regarding <br />powers of the City Council in removal of blight. <br /> <br />As Council can see from the above, Mr. Welsh has been given significant notice to remove the <br />junk vehicles from the back tots of his property. My letter dated August 27, 1991 gives him until <br />September 30, 1991 to clean up the eastern most portion of his property which currently contains <br />nine vehicles, or portions of vehicles, in a varying pattern of disarray. On September 17, 1991 I <br />drove by the property and in the 21 days since the writing of my last communication, not one <br />vehicle has been moved. Therefore, it is staff's recommendation that Council authorize the <br />abatement of this nuisance in accordance with my August 27, 1991 letter. It is recommended that <br />Mr. Welsh be granted until September 30, 1991. If the area in question is not completely cleaned <br />up, it is recommended that: I) on or after October 1, 1991 staff be authorized to enter onto the <br />property and abate the nuisance or to contract for the abatement of this nuisance and that any <br />expenditure in contract cost or personnel time encumbered in order to abate the nuisance, plus an <br />additional 25%, be billed to Mr. Welsh and if payment on this bill is not made, that the cost of this <br />abatement be assessed against the property; or 2) Mr. Welsh be served with another violation <br />notice on the entire property and that City Attbrney Goodrich be directed to file a court action <br />against the entire property. <br /> <br />Council should note that we are currently contacting auto salvage people in order to determine what <br />our possible costs may be. Included in these costs may be a suggestion that we provide for storage <br />of the vehicles for some period of time should an assertion be made that there is some residual <br />value to the vehicles. It should also be noted by Council that Option #1 requests the abatement of <br />only a portion of the junk vehicles on the property in an attempt to pursue alleviation of this <br />situation in a reasonable fashion.
