City of Ramsey

15153 NOWTHEN BOULEVARD N.W,, RAMSEY. MINNESOTA 55303

· (612) 427-1410

August27,1991

Mr. Stanley Welsh
15443 Ramsey Boulevard N.W.
Ramsey, Minnesota 55303

Dear Mr. Welsh:

On August 27, 1991, I again drove by your proper~y in order to review whether any more of the
auto bodies had been removed from the low land behind'your residence. While you may have, in
fact, removed a car or two and possibly some debris, it was not readily apparent to me that you
had. In particular, I noted that east of the cedar trees, in the lowest part of your property, there
were nine auto bodies that were especially visible from the new roadway. I would like to suggest
to you that if you could remove these nine auto bodies either to a salvage facility or up to your shop
area, it woulc[ be a vast improvement to the aesthetics of the area. I would further like to suggest
that now that we are probably seeing the last of our 90' weather this summer, high temperatures
should not be an impediment to working outside on this project. Finally, I would like to suggest
that by the end of September, 1991, you should have sufficient time to remove these nine auto
bodies and surrounding debris.

Mr. Welsh, as a representative of the City, I do not wish to unreasonably impair your ability to
conduct your business, particularly since you have been operating in a certain fashion for a number
of years. However, as I mentioned to you two weeks ago on August 12, the City offices for the
City of Rarnsey have been receiving a number of comments and complaints from other citizens
regarding the fashion in which you have chosen to store 3'our vehicles on the eastern portion of
your property. I believe that providing you with another 30 days to make substantial
improvements to your proper~y by removal of these nine auto bodies and surrounding debris is
more than fair and more than adequate time. It should also be noted that the City of Ramsey has,
periodically over the years, provided you with notice that these auto bodies must be dealt with in a
more effective manner than you have undertaken in the past. Therefore, I re~etfully must put you
on notice that unless these nine auto bodies are removed by September 30 (unless you contact me
prior to this and we have worked out some alternate schedule), on or about October 1, I will order
City crews or an appropriate contractor to enter on to your property, physically remove these nine
auto bodies, and bill you for any costs which we experience.

Stanley, I would rather work with you on your time schedule which you commit to meeting rather
than reverting to the measures proposed above. However, you do not appear to be in any ~eat
hurry to come in compliance with City Code on the storage of junk vehicles and therefore I am
forced into this posi6on. Further, you should note that if I am relegated to directing City crews to
enter upon your property to abate this situation, I will look at the balance of your property and react
in a similar fashion.
