CASE REQUEST FOR FINAL PLAT APPROVAL OF WINDEMERE WOODS; CASE OF KEVIN LEONARD AND AL KOENIG By: Zoning Administrator Sylvia Frolik Background: As you may recall, the City entered into a development agreement with Kevin Leonard and A1 Koenig in May of this year for Windemere Woods. That agreement indicated that Windemere Woods would be developed in four phases. At this time, Kevin Leonard and A1 Koenig are requesting final plat approval of Phase I of Windemere Woods which consists of 28 lots. The plat in total consists of approximately 37 acres to be subdivided into 52 single family urban residential lots. Windemere Woods is the last of the three urban residential projects utilizing tax increment financing to approach the City for final plat approval. The following items are enclosed for your information: a) b) c) d) e) Site location map Approved preliminary plat Proposed final plat for Phase I City Staff review letter dated September 18, 1991 Proposed resolution granting final plat approval Observations: On September 8, 1988, the Planning and Zoning Commission conducted a public hearing regarding the proposed preliminary plat for Windemere Woods. On September 19, 1988, the Planning and Zoning Commission recommended that City Council approve the preliminary plat for Windemere Woods. On January 10, 1989, the Ramsey City Council ordered the preparation of an EAW for Env/ronmental Quality Board (EQB) approval relating to the proposed developments of Chesmut Hills, Cedar Hills and Windemere Woods. On May 11, 1989, the City of Ramsey received a letter from the EQB acknowledging receipt of a negative declaration and indicating that no EIS would be required for the 3 proposed plats. On October 12, 1989, the Ramsey Park and Recreation Commission met and recommended acceptance of the joint park plan for Cedar Hills, Chestnut Hills and Windemere Woods. On June 12, 1990, the Ramsey City Council adopted Resolution ~90-06-168 approving the phasing plan for Chestnut Hills, Cedar Hills, Chestnut Pond and Windemere Woods. On May 31, 1991, the developers entered into an agreement with the City of Ramsey for tax increment financing to finance Stage I improvements in Windemere Woods. The development agreement is contingent upon obtaining final plat approval.
