I
I

I
I
!
I
I
I
I
I
I
I
I
I
I
i
I
I

CASE

PROPOSED REVISIONS TO FORMAT OF CITY'S ZONING MAP
By: Zoning Administrator Sylvia Frolik

Background:

As you know, in December of 1990, some major changes were made to the City's zoning districts.
Since that time, I and the City Engineer have been working to update the Cityfs Zoning Map
accordingly. In reviewing the current map, it became evident that our zoning map could use some
format changes. One in particular is to decrease the number of legends used to designate the
various zoning districts. For instance, we propose to use one legend for single family residential
zones versus the two different legends that are currently used. Determining which regulations that
residential zone is subject to, rural or urban, will be qualified by whether or not the property is
within or outside the Urban boundary. The same format would be used for I-1 Industrial and
Rural Industrial property and Business and Rural Business property. This format is also in
accordance with City Code definitions for rural residential, industrial and business property. Each
of the respective sections of code state that these districts are intended to accommodate certain uses
outside the urban area.

Observations:

However, we do have several properties in Ramsey that are zoned B-1 or I-1 Industrial that are
outside the urban boundary. This situation has existed for several years and was not a result of our
recent zoning amendments. These zonings are in conflict with City Code and .will be accentuated
with the proposed format changes to the zoning map. To correct the situation would require
rezoning those properties from I-1 and B-1 to Rural Industrial and Rural Business.

Recommendation:

In order that we can proceed to issue an updated zoning map, City Staff is requesting City Council
authorization to contact the owners of I-1 and B-1 property outside of the urban area and initiate a
rezoning in accordance with City Code. The Planning and Zoning Commission met on October 1,
1991 and approved the proposed zoning map format changes. The Commission also
recommended that City Council authorize City Staff to proceed to initiate necessary zoning
COlTection s.

Council Action:

Motion to:
Direct City Staff to initiate action to rezone property outside the City's urban area to the
proper rural designation.

Review Checklist:

CC: 10/8/91

City Administrator
City Engineer
Zoning Administrator

8/
