FOR CITY OF RAMSEY POLICIES. PROCEDURES AND FEES PARK FACILITIES AND TOURNAMENTS The Cnv of Ramsey has provided man), park faciliues for all City residents to enjoy. The use of these facilities is al:Lrllmistered as fairly and eqmtably as possible. The City encourages all City residents, civic groups, organizations, businesses, industry, churches, and schools to make application for park faciliD' use at the Park Department. Permits will be granted based on availability and facility condition. It is the City's policy that the long range care and maintenance of all park facilities takes precedence over an), single event. Also, the CiD, is committed to provide clean, safe and fun parks for ever3., resident to enjoy. Permits will be granted, denied, or revoked at the discretion of the Park Department. The following policies, procedures and fees have been developed to assist those who reserve and/or use the City's park facilities as follows: I. THE PERMIT APPLICANT CLASSIFICATION: A. Resident (one of the following) Valid I.D., such as a drivers license or other proof of residency for 30 days or more. A civic group, organization, business, industry, church, or school with its physical facilities located WITHIN TH2E CITY LIMITS. A representative of a youth organization, communiD, school, or church, wherein at least 50 percent of the participants are Ramsey residents, or which have provided significant benefit and service to and for the CID'. B. Non- Resident An), person, civic group, organization, business, industry, church, or school not residing or having physical facilities location within the City. limits of Ramsey. In cases where it is not clear whether a group or organization merits a residential status, the Parks Coordinator or CiD' Administrator shall make the initial determination. Proof of non-profit status and/or additional information may be requested to assist in this determination. YOUTH ATI41.ETIC ASSOCIATION: t:ree use of baseball, softball, football, soccer, and hockey facilities will be ~ven to youth athletic associations dealing with Ramsey youth. Lighting will be provided only after these groups have made maximum use of dayhght hours. Bo Facilities Mi1 be provided to youth athletic associations based on the percentage of Ramsey children participating in the program. At the conclusion of each sport season, each association shall compile and provide to the Park Department a detailed analysis of the number of teams, games played, practices held and youth involved in the/r association so that determination can be made as to the percentage of facilities to be allocated the following year.
