the request for a conditional use permit. At that time, the Commission tabled any action on the <br />request and called for a second public hearing and additional information. The additional <br />information requested of the applicant was a footprint for future expansions to conceptually <br />demonstrate that the building could be expanded to three times its current size with minimal adverse <br />impact on neighboring residential uses. <br /> <br />On November 5, 1991, the Planning and Zoning Commission conducted the second public hearing <br />and reviewed the additional information received. The Applicant submitted a concept plan for <br />future expansions that demonstrated the feasibility of expanding the building to 3 times its current <br />size while maintaining a substantial setback from existing properties. Should public sewer and <br />water become available in the area, that setback area is large enough to accommodate the platting of <br />additional single family lots between the business and existing residences. At this writing, the <br />minutes of the Planning and Zoning Commission meeting of November 5, 1991 were not <br />available. However, the Commission was of the opinion that the applicant had satisfactorily <br />demonstrated that the use could be expanded with a minimum impact on existing residences. The <br />Commission recommended that City Council approve the request for a conditional use permit, <br />inclusive of future expansions. <br /> <br />Recommendation: <br /> <br />Approve the request for a conditional use permit as proposed by the Planning and Zoning <br />Commission. <br /> <br />Council Action: <br /> <br />Motion to: <br />Recommend that City Council adopt Resolution #91-11- declaring Findings of Fact <br />4/ relating to Northern Counties Secretarial Services request for a conditional use permit <br />to establish professional offices and daycare facilities in the R-1 Rural Residential District. <br /> <br />Motion to: <br />Recommend that City Council approve/deny the request for a conditional use perrmt and <br />adopt Resolution 4/91-11- declaring conditions of the permit. <br /> <br />Review Checklist: <br /> <br />CC: 11/26/91 <br /> <br />City.
