the request for a conditional use permit. At that time, the Commission tabled any action on the request and called for a second public hearing and additional information. The additional information requested of the applicant was a footprint for future expansions to conceptually demonstrate that the building could be expanded to three times its current size with minimal adverse impact on neighboring residential uses. On November 5, 1991, the Planning and Zoning Commission conducted the second public hearing and reviewed the additional information received. The Applicant submitted a concept plan for future expansions that demonstrated the feasibility of expanding the building to 3 times its current size while maintaining a substantial setback from existing properties. Should public sewer and water become available in the area, that setback area is large enough to accommodate the platting of additional single family lots between the business and existing residences. At this writing, the minutes of the Planning and Zoning Commission meeting of November 5, 1991 were not available. However, the Commission was of the opinion that the applicant had satisfactorily demonstrated that the use could be expanded with a minimum impact on existing residences. The Commission recommended that City Council approve the request for a conditional use permit, inclusive of future expansions. Recommendation: Approve the request for a conditional use permit as proposed by the Planning and Zoning Commission. Council Action: Motion to: Recommend that City Council adopt Resolution #91-11- declaring Findings of Fact 4/ relating to Northern Counties Secretarial Services request for a conditional use permit to establish professional offices and daycare facilities in the R-1 Rural Residential District.
