Case g2: Request for Site Plan Review for a Cold Storage Warehouse; Case of <br /> John Weich! and Associates <br /> <br />Zoning Administrator Frolik stated that John Weicht and Associates has applied for site plan <br />review to construct a 5,250 square foot cold storage warehouse for Adolfson Peterson on Lot 2, <br />Block 1, HY-10 Ramsey 2nd Addition. The property is zoned t-1 Industrial and is approximately <br />10 acres in si~.e. All four walls of the structure are proposed to be 50% stucco. She added that <br />Adolphson-Peterson is now considering locating their building further east and then expand the <br />fence to enclose the structure. <br /> <br />Thc Commission offered their opinions on the most aesthetic appealing architectural treatments for <br />the building such as spruce trees for screening along County Road #83, the access being hard- <br />surfaced and curbed at the time Industry Avenue N.W. is extended, paving 50 to 100 feet from <br />County Road #83 to help keep dirt, etc. off of County Road #83 which could be a safety hazard, <br />and to pay more attention to the details on the building. The Commission felt there would be no <br />need to blacktop around the building. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council approve the site plan for a cold storage warehouse on Lot 2, Block 1, HY-10 Kamsey 2nd. <br />Addition with the following conditions: Spruce tre6s'planted along County Road #83, <br />blacktopping a 50 to 100 foot approach from County Road #83 to aid safety, and paying attention <br />to detail on the building to make it more aesthetically pleasing. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue, Bawden, <br />Hendriksen and Thorud. Voting No: None. <br /> <br />Case #3: <br /> <br />Request for a Conditional Use Permit to Establish Professional <br />Offices and Daycare Facilities in the R-1 Rural Residential District at <br />6139 - 157th Lane N.W.; Case of Northern Counties Secretarial <br />Services <br /> <br />Commissioner Hendriksen asked Mr. Zylla how significant a pre-approved expansion is to <br />Northern Counties Secretarial Services proposal. <br /> <br />Mr. Zylla explained that his original advice to his clients was not to apply for a conditional use <br />permit on this particular property because their investment would be jeopardized if there future <br />expansions were not approved. He stated it is absolutely critical that the expansion be approved as <br />it doesn't make sense to make such a large investment and then not be able to expand. He <br />suggested the Commission decide upon a setback requirement to protect the neighbors as opposed <br />to denying his clients approval of an expansion. He added that the scale for the expansion was <br />arrived at from the 1973 expansion projection plans submitted by Lord of Life Church. <br /> <br />Chairman Zimmm-l:nan stated that the expansion part of this proposal was not noted in the public <br />hearing notice and since it is a si~ificant issue, a decision should not be made tonight <br /> <br />Commi.~sioner Hendrik'.~en felt that the Commission was offered very little information regarding <br />the expansion which makes it very difficult to assess 'the impact on the neighborhood.
