Ramsey, Minnesota 55303 RE: ROAD CROSSING, WOOD POND HILLS SUBDIVISION, WETLAND 2-114P, CITY OF RAMSEY, ANOKA COUNTY Dear Mr. Jankowski, In response to your November 12th letter I have the following comments: The revised alignment is an improvement and would impact significantly less wetland area than the original plan. Generally the crossing that affects the minimum amount of wetland is considered the best alternative if a crossing is necessary. There is no one test we use for determining public need for a project. The type of things the DNR looks at in determining this need are traffic studies, resolutions passed by cities stating public need, data showing the difference in driving time for alternate routes, problems that emergency service vehicles might face, and any other relevant information. Thank you for the opportunity to comment on this situation in the early stages. If it turns out that a crossing must be constructed, it usually works out better for the environment and the neighborhood if the roads can be laid out in the best location before the houses go in.
