The City, <br />by Ordinance 91-14 added Chapter 5.15 to its City Code, which <br />Chapter is entitled "Regulation of Premises Conducive to High Risk <br />Sexual Conduct." For your information I am enclosing a copy of <br />Ordinance 91-14. <br /> <br /> I have visited the adult bookstore which you operate at 6710 <br />Highway 10, Ramsey, Minnesota. In addition, I have reviewed other <br />verified information supplied to me by the Ramsey city Police <br />Department. <br /> <br /> Based upon my personal observations together with a review of <br />the information presented to me by the Ramsey Police Department, <br />I have reasonable belief that your premises and building located <br />at 6710 Highway 10, Ramsey, Minnesota ("the Site") is a hazardous <br />site as defined by Ordinance 91-14. <br /> <br /> My observations are: (1) that the Site contains booths as <br />defined in Ordinance 91-14 ("Booths") which have partitions having <br />an aperture(s) designed or constructed to facilitate sexual <br />activity between persons on either side of the partition; (2) that <br />the booths contain solid doors which do not permit the area inside <br />to be visible to persons in the adjacent public room; and (3) that <br />the booths are not lighted in a manner so that persons within the <br />booths are visible from the adjacent public room. <br /> <br />/57 <br /> <br /> <br />
