Case #2: Reques! I'or a ~,:ariance t'rom Street Frontage Requirements; Case of <br /> Tim and Brenda Smith <br /> <br />Tim and Brenda Smith have purchased a parcel they wish to develop that has only 66' of frontage <br />on a public road. The creation of the lot was approved prior to street frontage requirements being <br />established in Ramsey. <br /> <br />Chairman Hendriksen questioned the need for a variance when there is the ability to have a cul-de- <br />sac and legal frontage. He stated that he would be in favor of waiving developing the cul-de-sac to <br />City standards. He stated that based on the sketch plan for Trott Brook Estates, the plat east of the <br />Smith property, 171st Lane was intended to end in a cul-de-sac. <br /> <br />Ms. Frolik rephed that the cul-de-sac is not reflected on the half-section maps. <br /> <br />Mr. Smith stated there is a problem with the grade difference on his side of the property. There <br />would be a five to six foot bank and in 100 feet, it would be about a seven or eight foot bank at the <br />end of the cut-de-sac. <br /> <br />Commissioner Deemer stated he would prefer a dedicated street easement all the way across the <br />Smith property rm her than a cul-de-sac so the street would not be a dead end. <br /> <br />Mr. Smith stated that to the west of his property, the lots are extremely low and unbuildable. <br /> <br />Commissioner Deemer stated that the Commission should request the Smith's do a minor <br />subdivision and at the very minimum, construct a cut-de-sac to meet City standards. <br /> <br />The Commission proceeded to review the proposed findings of fact. <br /> <br />Ms. Frolik stated lhat #5 should be amended from Urban Area to Rural Area. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Zimmerman to delete the <br />present #6 from the £mdings of fact and replace it with the statements from Jim Gromberg's memo <br />dated May 23, 1991 and the ordinance included with the memo. <br /> <br />Motion carried. Voting Yes: Chairman Hendriksen, Commissioners Deemer, Zimmerman, <br />Bawden and Thort,d. Voting No: None. Absent: Commissioners LaDue and Ten3,. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to delete #8. <br /> <br />Motion carried. Voting Yes: Chairman Hendriksen, Commissioners Deemer, Bawden, Thorud <br />and Zimmerman. Voting No: None. Absent: Commissioners LaDue and Ten'3.,. <br /> <br />Motion bv Commissioner Thorud and seconded by Commissioner Bawden that #10 should read <br />~'will not'( <br /> <br />Motion carried. Voting Yes: Chairman Hendr/ksen, Commissioners Thorud, Bawden and <br />Zimmerman. Voting No: Commissioner Deemer. Absent: Commissioners La.Due and Ten3,. <br /> <br />Motion bv Commissioner Zimmerman and seconded by Commissioner Bawden to strike #11. <br /> <br />Motion carried.
