Observations: As in the past, the Final Payable 1992 Property Tax Levy may not exceed the Proposed Property Tax Levy. Due to this, the City has adopted the levy limit as the proposed levy, and for the last many years this has also become the final levy. Due to the cuts in State Aid cities have realized, it is likely our City will again adopt the levy limit as the final levy. While this decision will not be known until the budget process is complete, adopting the levy limit for the proposed levy will .provide the Council with that option. But as the City's budget is the driving force for the levy, ~t is the I992 General Fund Budget that must first be addressed. The Budget Committee has been meeting prior to each regularly scheduled Council meeting. If the Committee would like to continue this practice, the following dates are available prior to November 15: Tuesday: 1. August 13, 1991 2. August 27, 1991 3. September 10, 1991 4. September 24, 1991 5. October 8, 1991 6. October 22, 1991 7. November 12, 1991 Topic or Cost Center(s): Parks Capital Request, Community School~,- Ramsey Newsletter Finance, Assessing, Administration, General Government Buildings, General Legal, Data Processing Planning & Zoning Engineering, Streets, Parks & Recreation, Traffic Engineering, Weed Con~'ol, Building Inspection Tree Disease Control Police, Civil Defense, Animal Control, Fire, Council and Commissions, Elections, Expenditure Reserve, Forecasted Revenue, Special Revenue Funds, Total General Fund Revenue/Expenditures Discussion of the final budget recommendation and the public hearing agenda As many of the topics become quite involved, it is recommended the meetings be scheduled for two hours. To provide for this, the meetings could be scheduled from 5 to 7 p.m. As the Council meetings will begin shortly thereafter, a box lunch or some type of snack would be available. The meetings would be two weeks apart, and additional meetings could be scheduled in-between as required.
