Mayor Strommen suggested the Council address how it handles public input during a Regular
Session. She stated one option is to ask the public to fill out and submit a comment card so the
Council is aware that someone in the audience desires to make a comment on an agenda item.
Councilmember LeTourneau stated it seems appropriate that during each Case, a statement is
made so the audience is aware when it is appropriate to make a comment.
Councilmember LeTourneau commented on the loss of the Shell Gas Station and stated it is
disturbing when a retail node is diminished to one business. He asked if that conversation should
occur at the City Council or EDA level.
Mayor Strommen suggested that discussion start at the City Council level and then determined
whether it should be referred to the EDA for discussion and recommendation. She felt the
medians may have been an impact but there may have been other factors that the Council could
discuss.
4. MAYOR / COUNCIL / STAFF INPUT
City Administrator Ulrich indicated the February Work Session topics will include: massage
licensing; HRA versus EDA discussion with the City Attorney; outcome of the staff retreat
during which the Strategic Plan was reviewed and recommendations considered on potential
changes; and, potential Design Services for the Mississippi Skyway that received funded from a
Metropolitan Council grant.
5. ADJOURNMENT
Mayor Strommen declared the Work Session of the City Council was adjourned at 6:42 p.m.
Respectfully submitted,
Kurtis G.
