CC Regular Session <br />Meeting Date: 02/11/2014 <br />By: Jo Thieling, Administrative Services <br />4. 3. <br />Information <br />Title <br />Approve Proposal for Amendment to Contract with The Tinklenberg Group for Legislative Consulting Services <br />Purpose/Background: <br />Purpose: The purpose of this Consent item is to approve en extension to the contract for Legislative Consulting <br />Services with The Tinklenberg Group. The services relates to the pursuit of the TH #10 and Armstrong Boulevard <br />Interchange. <br />Background: This item was discussed at the Council work session earlier this evening If any changes to the <br />contract were directed, this item will be placed on the regular agenda for discussion or placed on a subsequent <br />agenda following modifications to the contract. <br />The proposal is attached to this case. <br />Observations/Alternatives: <br />This contract is an extension of ongoing legislative work the Mr. Tinklenberg has performed on behalf of the City. <br />While, we have made great progress toward the Armstrong Interchange funding objective, this contract amendment <br />represents the last significant push to tie-up state and regional funding for this project, allowing groundbreaking to <br />occur this fall. This project represents the City's top transportation infrastructure improvement, and fulfills a key <br />component of the City's mission. <br />The alternative is to reduce or eliminate the contract and to have staff and Council Members take a more active role <br />in developing the legislative approval. This would draw resources away from other City work and would likely <br />diminish the probability of successfully funding the Armstrong project this session. Staff supports a full <br />engagement of Mr. Tinklenberg based upon his requested amendment for this reason. <br />Funding Source: <br />Since this effort relates to the construction of the Armstrong Interchange and Highway 10, previous and proposed <br />funding will come from the City's Public Improvement Revolving Fund. <br />Recommendation: <br />It is recommended that the City Council approve Amendment #3 to contract with The Tinklenberg Group for <br />Legislative Consulting Services. <br />Action: <br />Motion to approve Amendment #3 to contract with The Tinklenberg Group for Legislative Consulting Services. <br />Attachments <br />Amendment to Tinklenberg Contract <br />
