Adopt Resolution #14-01-015 Vacating Easements Within Outlot D, Ramsey Town Center 8th Addition <br />2. Adopt Resolution #14-01-016 Granting Revised Final Plat Approval for COR THREE <br />Purpose/Background: <br />On July 10, 2012, the City Council approved the final plat known as COR THREE. The original approval included <br />17 single-family lots. Work had begun on required Stage I Improvements, which are the required public <br />infrastructure components. The preliminary grading and stormwater infrastructure component are part of Stage I <br />Improvements. During grading activities on a portion of the site, soils inadequate for building construction were <br />encountered. <br />The property is owned by the Ramsey Housing and Redevelopment Authority (HRA). Upon review of the costs to <br />remediate the structural soils, the HRA chose to remove thirteen (13) of the seventeen (17) lots included in the <br />original approval of COR THREE. The remaining four (4) lots are located on Outlot D, Ramsey Town Center 8th <br />Addition. <br />The City is being asked to vacate existing easements on the parcel to be replaced on the new plat to avoid <br />duplication and overlap of easements. <br />Included in this case is consideration by the City Council to remove thirteen (13) lots from the approved COR <br />THREE plat. Ultimately, this addition of COR THREE will now only include four (4) lots. The remaining property <br />could be reviewed for appropriate use at a future date. <br />Notification: <br />No notification is required at this stage. Staff attempted to notify surrounding property owners via Standard US <br />Mail in accordance with State Statute and City Code requirements with the Preliminary Plat in 2012. <br />Observations/Alternatives: <br />Alternative # 1. Approve the Final Plat as presented. This alternative is in compliance with the Preliminary Plat <br />approval and HRA direction. Approval of these resolutions will allow the Plat to be recorded with clean title. <br />Alternative #2. Approve a revised version of the Final Plat. At this point, the Final Plat is consistent with <br />infrastructure installed to service the area (streets, sidewalks, utilities, etc.). <br />Alternative #3. Deny the request. <br />Funding Source: <br />Preparation of the Final Plat was completed by the HRA. Review of the Final Plat is being handled as part of <br />normal Staff duties. <br />Recommendation: <br />Staff recommends approval of both resolutions. <br />
