Councilmember Riley stated he was surprised to see he was the alternate to the North Star <br />Corridor Development. He stated Assistant to the City Administrator Brama attends those <br />meetings so he would suggest staff be appointed in that capacity. <br />The Council agreed with that suggestion. <br />Mayor Strommen stated she is the alternate on the Public Works Committee but if the Personnel <br />and Finance Committees are being eliminated, she would suggest another Councilmember serve <br />in that capacity. <br />Councilmember Johns offered to serve as alternate to the Public Works Committee. <br />Mayor Strommen asked if a Councilmember was interested in serving on the Ramsey/Nowthen <br />Joint Powers Board, explaining this is different from the Shared Fire Services Committee. The <br />Joint Powers Board meets once per year. <br />Councilmember Johns offered to serve on the Ramsey/Nowthen Joint Powers Board. <br />Councilmember Riley stated he will continue to serve on the Ramsey/Nowthen Joint Powers <br />Board. <br />Mayor Strommen stated she serves on the Shared Fire Services Committee and is willing to <br />continue in that capacity unless someone else is interested. <br />Councilmember Tossey offered to serve as the alternate to the Shared Fire Services Committee. <br />Mayor Strommen stated she spoke with Councilmember Backous who indicated he was happy <br />to continue serving on the same Committees/Boards in 2014 unless someone else was interested. <br />Mayor Strommen suggested that staff, over the next year, provide a recommendation on a <br />transition plan to merge the HRA and EDA. <br />The Council agreed with that suggestion. <br />City Administrator Ulrich stated such a transition plan may result in a large budgeting shift. <br />City Clerk Thieling noted the Anoka County Broadband Governance Group needs an alternate. <br />Currently, Councilmember Backous is the appointed member. <br />Councilmember Tossey offered to serve as the alternate to that Group. <br />Councilmember Riley asked if the citizens are interested in reappointment to Youth First. <br />Councilmember Tossey stated Youth First wants to have a nominating committee within its <br />Board to appoint citizens; however, that is not allowed in the JPA without an amendment.
