Further discussion <br />Commissioner Brauer understood the applicant was a professional and would run a safe <br />operation. However, he worked with schools and had concerns with locating an indoor range <br />adjacent to a daycare facility. For this reason, he would be abstaining from voting on this item. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, Field, Maul, Nosan, <br />and VanScoy. Voting No: None. Absent: None. Abstain: Brauer. <br />5.04: Review Draft Housing Assistance Policies and Forward Recommendation to City <br />Council <br />Presentation <br />Development Services Manager Gladhill updated the Commission on the status of the progress <br />of the Housing Assistance Policy since the draft policy and scoring matrix was last presented on <br />October 3, 2013. The purpose of the policy was to establish a framework in which to review <br />requests for financial assistance for housing projects. He noted an ad hoc subcommittee met and <br />discussed the policy and updated the scoring matrix. Staff requested the Commission approve <br />the Housing Assistance Policy and scoring matrix. <br />Commission Business <br />Commissioner VanScoy commended staff and the ad hoc committee for the excellent work on <br />the housing assistance policy. <br />Motion by Commissioner VanScoy, seconded by Commissioner Maul, to recommend that City <br />Council approve the Housing Assistance Police and scoring matrix. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners VanScoy, Maul, Bauer, <br />Brauer, Field, and Nosan. Voting No: None. Absent: None. <br />5.05: Discussion: Review Potential Amendments to City Code Section 117-351 (Home <br />Occupations) <br />Presentation <br />Development Services Manager Gladhill presented the staff report stating the Council requested <br />the topic of home occupation be brought to a future Work Session. This was based on concerns <br />raised by residents as a result of previous home occupation reviews. Standards related to noise, <br />on -street parking and outside storage have been raised as potential policy questions to review. <br />He requested feedback from the Commission on these issues. <br />Commission Business <br />Planning Commission/January 9, 2014 <br />Page 10 of 12 <br />
