CC Regular Session <br />Meeting Date: 01/28/2014 <br />By: Tim Gladhill, Community Development <br />7. 6. <br />Information <br />Title <br />Adopt Resolution #14-01-023 Granting Final Plat Approval for O'Shaughnessy Addition Located at 17201 Saint <br />Francis Blvd. NW; Case of Tim O'Shaughnessy <br />Purpose/Background: <br />The City has received an Application for Minor Plat to allow a lot split of the property generally known as 17201 <br />Saint Francis Boulevard. The request does not create a new buildable lot, but does separate a nineteen (19) acre <br />outlot from the larger thirty-seven (37) acre lot. The request also facilitates the construction of a new primary <br />residential dwelling. The site was previously the location of a landscape nursery and tree farm. <br />Notification: <br />The City attempted to notify all Property Owners within 700 feet of the Minor Plat of the Sketch Plan Review via <br />Standard US Mail. <br />Observations/Alternatives: <br />The request is a simple lot split that does not create a new buildable lot (no net increase in buildable lots). The <br />request facilitates the construction of a new single-family home (the existing primary structure will become an <br />accessory structure to the new primary dwelling). The net effect will be a twenty (20) acre buildable lot and <br />seventeen (17) acre outlot. The outlot is anticipated to be considered for rural residential development sometime in <br />the future. The size of the outlot would facilitate some form of future subdivision, consistent with applicable zoning <br />regulations in effect at that time. <br />The buildable area is sufficient to facilitate the desired development as single-family residential, meeting all <br />minimum standards of City Code. More detailed analysis will be completed administratively as part of the standard <br />development review process for individual single-family homes. <br />The request has been reviewed by Minnesota Department of Transportation, as it is adjacent to Trunk Highway 47, <br />with utilization of existing access. No comments or concerns from this department were raised. <br />Staff has received some informal comments from adjacent property owners regarding concern over potential tree <br />loss. As proposed, the only tree impact would be as a result of the siting of the single family home and driveway. <br />Impacts to visual change to adjacent property owners would be minimal, as vegetation along common property <br />lines would be minimal. Any tree removal would be subject to the City's tree inventory requirements. <br />In order to ensure proper ability for adjacent property owners to provide comment, Staff did schedule an <br />information session at 6:30 p.m. prior to the City Council Meeting (in addition to the traditional sketch plan review <br />and comment period already completed). <br />Alternatives <br />Alternative #1 - Approve the Final Plat as presented. As it appears that all minimum standards are able to be met, <br />the Planning Commission did recommend approval of the plat. <br />Alternative #2 - Direct the Applicant to modify the Final Plat. Staff has not identified any deficiencies in the <br />request, and therefore does not recommend this alternative. <br />
