Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #14-02-039 <br />RESOLUTION AUTHORIZING PURCHASE OF PERMANENT ROAD EASEMENT <br />AND IN -KIND MATERIAL DONATION TO FACILITATE CONSTRUCTION OF A <br />CUL-DE-SAC ON 171sT AVE NW EAST OF RABBIT STREET <br />WHEREAS, on October 21, 2013, Lisa and Chad Hasbrook, hereafter referred to as <br />"Property Owner", submitted a Building Permit application to the City of Ramsey (the "City") for <br />a parcel with a Property Identification Number of 08-32-25-21-0003 and legally described as: <br />That part of the south 560 feet of the Northeast Quarter of the Northwest Quarter of <br />Section 8, Township 32, Range 25, lying west of the East 542 feet thereof; as measured <br />along north line of said Quarter, Quarter, except road subject to easement of record <br />(the SubjectProperty' ); <br />WHEREAS, the Subject Property does not presently have sufficient road frontage; and <br />WHEREAS, when the land to the west (Alicia Addition) was developed, 171st Ave was <br />required to be constructed to the eastern limit of the Plat to facilitate the future development of the <br />Subject Property but was allowed to terminate with a hammerhead turn -around rather than a cul- <br />de-sac. <br />WHEREAS, the City has identified existing public safety concerns with the current road <br />configuration, namely the lack of turn -around space for plow trucks and the lack of maneuvering <br />space for fire apparatuses, which will have a negative impact on fire response efficiency to the <br />Subject Property; and <br />WHEREAS, the installation of a cul-de-sac would address the existing public safety <br />concerns; and <br />WHEREAS, the Property Owner is not proposing to create multiple buildable lots; and <br />WHEREAS, the Subject Property is not being platted and thus, a permanent road easement <br />would be required over, under and across a cul-de-sac; and <br />WHEREAS, the Property Owner has submitted a preliminary design and cost estimate for <br />a cul-de-sac that has been reviewed and found to be acceptable by the City; <br />WHEREAS, the cost estimate is $35,475.00 but could likely be reduced to $28,975.00 as <br />certain line items in the estimate could be reduced or eliminated; and <br />WHEREAS, the estimated value of the permanent road easement is $11,500.00; and <br />
