<br />Councilmember LeTourneau introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #14-02-030 <br /> <br />RESOLUTION TO ENTER INTO A RESIDENTIAL RECYCLING PROGRAM <br />AGREEMENT WITH ANOKA COUNTY TO RECEIVE 2014 SCORE FUNDS <br /> <br />WHEREAS, <br /> Anoka County annually receives funding from the Solid Waste <br />Management Coordinating Board and the State of Minnesota pursuant to Minn. Stat. § <br />115A.557. This funding is provided by the Select Committee On Recycling and the <br />Environment (SCORE). <br /> <br />WHEREAS, <br /> in 2014, Anoka County will distribute the SCORE funds amongst <br />municipalities using the following formula: a base allocation of $10,000 plus $5.00 per <br />household. <br /> <br />WHEREAS, <br /> the City of Ramsey’s base allocation of SCORE funds for 2014 is <br />$50,670.00. <br /> <br />WHEREAS <br /> , the City of Ramsey is eligible for additional targeted program funds <br />to focus on activities such as municipal park and event recycling (up to $6,000.00), and <br />curbside and multi-unit recycling (up to $6,000.00). <br /> <br />WHEREAS, <br /> the Anoka County Board of Commissioners annually sets recycling <br />goals for municipalities to achieve and the 2014 goals are based on 190 pounds per person <br />for single-family households (up to four [4] units) and 175 pounds per person for multi- <br />unit households (five [5] or more units); and <br /> <br />WHEREAS <br /> , the City of Ramsey’s recycling goal for 2014 is 2,263 tons. <br /> <br />WHEREAS, <br /> Anoka County wishes to assist municipalities in meeting the <br />recycling goals established by the Anoka County Board of Commissioners by providing <br />SCORE funds to municipalities for solid waste recycling programs; and <br /> <br />WHEREAS, <br /> SCORE funding can be and previously has been used to implement <br />various components of the City’s recycling program including: recycling and waste <br />reduction education and awareness activities, notifying new residents of Ramsey’s <br />recycling program, spring and fall recycle day events, and to fund the recycling coordinator <br />position; and <br /> <br />WHEREAS, <br /> in order to receive SCORE funds, the City of Ramsey must enter into <br />a Residential Recycling Program Agreement with Anoka County. <br /> <br /> <br /> <br />
