Mr. Griggs stated that Anoka County is very active with Greater MSP and Greater MSP is
always working to make sure the County is well represented and that opportunities in the County
are fully explored.
Ms. Barnett - Livgard encouraged the City to reach out to its brokers because it is easy for them to
run reports through MNCAR to find out what properties might be available, adding that this data
will help in getting through the RFI process quickly. She also encouraged the City to have
policies in place, e.g., policies on financial investment, because businesses ask for that
information early on and want to know how much a city is willing to negotiate.
Member LeTourneau stated that he has heard comments from groups inside the community,
whether perceived or real, that the RFI's are coming in with a reasonable amount of frequency
but the turnaround times are difficult to meet so people are disconnecting because it is daunting.
Mr. Griggs acknowledged the concerns about turnaround times and agreed it is daunting and
stated this is a tactic used by site selectors to determine which regions or municipalities are ready
for a particular type of project.
Ms. Skepper stated they met with some site selectors last year that acknowledged this tactic. She
indicated the site selectors are going to city websites early on to look at a city's policies to help
the site selector make decisions about whether to pursue a particular city. She added the County
is willing to help in any way possible.
Acting Chairperson Skaff thanked Mr. Griggs and Ms. Barnett- Livgard for their presentation.
4.03: EDA Updates
Economic Development Manager LaFrance presented the EDA Updates.
5. MEMBER/STAFF INPUT
City Administrator Ulrich stated that the January 14 City Council agenda includes the
reappointment of Members LeTourneau and Riley as City Council representatives on the EDA.
Member Riley requested further information about the City's process for responding to RFI's.
Economic Development Manager LaFrance stated that staff has kept track of the RFI's that have
come into the City as well as the City's response to them, adding he felt that Greater MSP could
play a significant role in providing assistance to the City in responding to RFI's.
6. ADJOURNMENT
The regular meeting of the Economic Development Authority adjourned at 9:01 a.m.
Respectfully submitted,
Economic Development Authority /January 9, 2014
Page 4 of 5
