Development Services Manager Gladhill stated staff analyzed Seasons of Ramsey, Stony River, <br />and Residences at The COR. He stated staff can review other projects that had not come to <br />fruition (i.e., work force housing) but there may not be enough detail to reflect an accurate score. <br />Councilmember Backous stated he is not asking staff to conduct additional analysis that is not <br />useful to the Council. <br />The consensus of the Council was to support the draft Housing Assistance Policy and Affordable <br />Housing Threshold Policy, as presented. <br />2.02: Appointment to NCDA Joint Powers Board <br />City Administrator Ulrich explained that Assistant to the City Administrator Brama had been <br />appointed to represent Ramsey on the Northstar Corridor Development Authority (NCDA) Joint <br />Powers Board. However, its regulations do not allow a staff member to be appointed. He noted <br />there are two NCDA Boards, the Joint Powers Board and the Marketing Board. Staff is <br />requesting the Council make a new appointment to this Board. <br />Mayor Strommen noted that former Councilmember Elvig had served on this board. <br />Councilmember Johns volunteered to serve on this Board. <br />Councilmember Riley volunteered to serve as the alternate. <br />The consensus of the Council was to appoint Councilmember Johns to the NCDA Joint Powers <br />Board and Councilmember Riley as the Alternate and direct staff to prepare the appropriate <br />Resolution for consideration at a future Council meeting. <br />2.03: Discussion on City's Emergency Response to Railroad Emergencies <br />Fire Chief Kapler provided a brief presentation of the City's Emergency Response Plan should <br />something happen such as a railroad emergency. He described the annual internal training for <br />emergencies as contained in the Emergency Response Guide (ERG) to determine the initial <br />response by fire and police. <br />Police Captain Katers stated all Police squad cars have a printed ERG and it is also contained on <br />the squad's laptop. <br />Fire Chief Kapler described the operations level to which the Department trains and additional <br />training provided by the railroad, MnPCA, and tabletop exercises at the staff supervisory level <br />and Department command level to talk through a scenario to address an Initial Response Plan <br />(IRP), prolonged planning, Instant Command System (ICS), and evacuations. The next tabletop <br />exercise will occur on February 27, 2014. <br />Fire Chief Kapler presented components of the initial response to assure life safety, determine <br />extent of problem/materials involved, determine how big the problem can get, address <br />City Council Work Session / January 28, 2014 <br />Page 3 of 7 <br />
