Councilmember Kuzma stated he is glad the building is being fixed up and if the owner is <br />comfortable with this use, he would support the request. <br />Tom Gonyea, Java Enterprises LLC, stated he purchased this property from a bank about six <br />months ago and spent a lot of money and effort to clean it up. He stated this type of destination <br />business will result in the other businesses receiving more business. <br />Mayor Strommen stated she views having a destination use is better than having nothing and <br />agreed it would draw people who will use the other businesses. <br />Councilmember Backous stated he supports this use as there is nothing like it in the area. He <br />stated the City is close to getting out of the master planning business and this request involves a <br />supportive property owner and tenant. <br />Motion by Councilmember Riley, seconded by Councilmember Tossey, to Adopt Ordinance <br />#14-01 An Amendment to Chapter 117 of the City Code, Which Chapter is Known as Zoning <br />and Subdivision of the City Code of Ramsey Minnesota, An Ordinance Amending City Code <br />117 -114 (B -1 General Business District) Adding a Section Titled "Indoor Shooting Ranges;" <br />Case of Total Defense, Inc. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Tossey, Backous, <br />Johns, Kuzma, and LeTourneau. Voting No: None. <br />7.04: Consider Approvals Related to Request for a Conditional Use Permit to Allow an <br />Indoor Shooting Range at 6001 167th Avenue NW; Case of Total Defense, Inc. <br />Assistant Planner/Environmental Coordinator Anderson presented the request of Total Defense, <br />Inc. for a Conditional Use Permit (CUP) to allow an indoor shooting range at 6001 167 Avenue <br />NW. He indicated the Planning Commission recommended approval contingent upon the <br />adoption of both a Zoning Text Amendment and the creation of City Code Section 117 -363 <br />establishing minimum performance standards for indoor shooting ranges. Assistant Planner/ <br />Environmental Coordinator Anderson reviewed possible actions for the Council's consideration. <br />Motion by Councilmember Riley, seconded by Councilmember Tossey, to Adopt Resolution <br />#14 -01 -005 Adopting Findings of Fact #0920 related to a request for a Conditional Use Permit to <br />operate an indoor shooting range at 6001 167 Avenue NW, and to Adopt Resolution #14-01- <br />006 Approving a Conditional Use Permit to operate an indoor shooting range at 6001 167 <br />Avenue NW, contingent upon Ordinance #14 -01, which establishes minimum requirements for <br />indoor shooting ranges, being adopted and becoming effective. This motion and resolution <br />would become null and void if Ordinance #14 -01 does not become effective. <br />Motion carried.
