Natalie explained that the funds hoped to be obtained from the Regional Park Board will not happen and this puts the Arena funds in jeopardy. Studies indicat~ that Anoka County can support five arenas and the County Board is concerned that every city will be coming forward for financial participation in arenas. Natalie stated that without a lettgr from the City of Ramsey indicating that they will not seek financial participation for any oth~ arena in the County if funding is awarded to the North Anoka County Arena Cornmitte~ for the arena in East Bethel, there will be no ice arena and the money will go to the Chain of l. atkes Park. Mr. Hartley noted that if the City Council chose to amend their support by committing to no request for future financial participation in arena development, it would not be selling any. future rights of futura Councils because the law states that one Council cannot encumber the acuons of another Council even if the future Council consists of the same membership. Motion by Mayor Reimann and seconded by Councilmember Peterson to amend the City of Ramsey's letter of support for the proposal of the North Anoka County Arena Committee to indicate that the City will not seek financial participation in any other arena to be developed in Anoka County. Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and Peterson. Voting No: None. Absent: Councilmember Cich. Health Insurance for City Councilmembers Motion by Councilmember Peterson and seconded by Councilmember Pearson to table review of health insurance for City Councilmembers until 1991. Motion carried. Case #3: Lower Rum River Watershed Management Organization I'WMO~ Permit Procedure Mr. Jankowski stated that Ramsey is a member of the Lower Rum River Watershed Management Organization and legislation has required that a plan protecting the basin be developed and implemented. A draft plan has been developed and sent to the Board of Soil and Water Resources for review and approval. Approval is being withheld until a procedure for implementing the plan guideline is adopted by the WMO. In the spring of this year, there were two proposed implementation plans to the member communities of the WMO. One was for a city directed permitting procedure for development in the WMO and the second was a WMO permitting procedure for development in the WMO. The member communities voted on the two draft plans for pemitfing procedures and the result was a tie vote. To break the deadlock, an alternative permitting procedure was proposed. Basically, the alternative permitting procedure consists of dividing development reviews between the City and the WMO. The WMO would be responsible for reviewing larger developments of an industrial or commercial nature and the cities would review all developments of a residential or small, commercial and industrial nature. This alternative permitting procedure was submitted to the Planning and Zoning Commission in October and on a split decision, they voted against the proposed permitting procedure and favored retaining the city directed permitting procedure. Mr. Jankowski stated that City staff's recommendation varies from that of the Planning and Zoning Commission. Mr. Jankowski explained that staff feels it is essential to have implementation that all the member cities agree upon and the alternate procedure presented retains local control for certain types of development, and yet, gives a more uniform review to the larger developments which would have the ~eatest impact on the watershed.
