It is In the City's plan to extend that 48-inch storm sewer pipe north of the railroad tracks some day. He suggested that consideration be given to allowing WMMI to connect to the City's storm sewer line, but have them add to that line by extending that pipe north from its existing location under the railroad tracks as part of the City's payment. He suggested the line should go as far north as McKinley Street where It will be needed If that road improvement is approved. Attorney Goodrich also suggested vl~eo taping the ' pipeline prior to the discharge from WMMI as a baseline on the condition of the plpe. Mr. Otter - stated he was agreeable to video taping and documenting the condition of the line prior to the start of the project. He has also visited a site in Indlannapolls which has basically the same system and ts operating under an NPDES permit. It Is an acceptable technology, and this will be one of the first systems on ]]ne In the State. Mr. Otter then noted the monitoring consists of san]pies taken on a scheduled basis -- ~al]y on the start-up, probably quarterly when the system Is fully functional, whatever Is dlcated by the permit. In addition, It is unlikely there will De a failure in the system where the VOCs would unknowingly be discharged to the river, as there are a number of malfunction devices and shutdowns to prevent that from happening. Mr. Otter stated the system would automatically shut down if two-thirds of the storm sewer plpe is flow, and the system wou]~ have to be manually put back on line. MF. Fountain - stated Mr. Otter mentioned diverting water to Sunfish Lake from another area, asking what wildlife area would be affected. Mr. Otter explained the other area of concern is the wildlife area across from Sunfish Lake. There cou]~ De a draw-down such that the wildlife area could dry up and disappear. Their concern is to keep that area moist and wet so the wetlan~ woul~ be maintained. The equipment ls In place to monitor other wet]ands as we]] so they will know if something occurs.
