9.13 <br /> <br />Perior~nnce Stan~ - Soils <br /> <br />9.13 Sca~ <br /> <br />9.13.01 Pur-pose~ and Fm ai,~or~ <br /> <br /> Subdivision I. The City of Ramsey determines that in areas not served <br />by sanitary sewer, the effluent from septic tanks shall be disposed of by soft <br />absorption m properly construcved and effectively operating absorption systems. <br /> <br /> Sub& 2. The city determines that protection of the public health, <br />safety and genera] welfare, including the protection of natural resources from <br />impairment, pollution, and destruction, ~dth which it is charged by Minnesota <br />Statute 1973, §lldB.01, are advanced by permitting soll absorption systems on]3' <br />where soil permeability, surface slope, freedom from flooding and distance from <br />groundwater ensure reasonable absorption ~fithout pollution of waters, such lands <br />hereinafter being described as Class I lands. <br /> <br /> Sub&2~ The city finds that lands within it have unfavorable <br />characteristics for soil absorption systems; such lands hereinafter being described <br />as Class II, III, Il7 and V lands. <br /> Subd. 4. The city adopts the standard requirement that sufficient <br />area of Class I land be available '~fithin each tot or parcel for the construction of an <br />adequately sized soft absorption system and the reconstruction or duplication of the <br />soil absorption or final disposal unit of that system. In no case shall the area of <br />contiguous Class I land available on each lot be less than as follows: <br /> a. 2000 Urban Area ......... 50% oflot area <br /> b. Transitional Area ....... 25% of lot area <br /> c. Rural Area ................ 25% of lot area <br /> <br />.~dJ areas shall be exclusive of public rights of way, including publicly dedicated <br />easements. All requ/red areas of contiguous Class I land availability may include <br />that portion of the lot or parcel used for building construction and all such areas <br />ma5' include build/ns set-back requirements, except that there must be adequate <br />area for septic tank construction in the 2000 Urban Development Area and <br />adequate area for septic tank construction in the 2000 Urban Development Area <br />and adequate area for septic tank construction and reconstruction in the <br />Transitional amd Rural Development: Areas. <br /> <br /> SubcL 5.
