Case # 8: Consider Resolution Regarding HUD/FHA Loans in the Rural Area. <br /> <br />Mr. Hartley stated that City staff is requesting that Council adopt a resolution requesting FHA to <br />relax their requirements that prohibit approval of FHA loans. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt Resolution fig0- <br />10-340 requesting relief from the Federal Housing Administration's (FHA) requirement to meet the <br />Metropolitan Council General Rural Use Density Policy. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Consider Agreement for Building Ins_~ection Services with the City <br />9f St. Francis. <br /> <br />Mr. Hartley stated that the City of St. Francis is requesting that the City of Ramsey provide them <br />with approximately 12 hours per week of licensed building official services on a regular basis. <br />Mr. Hartley stated that, in his opinion, the City of Ramsey cannot afford to be without Mr. Huffs <br />presence or services for 12 hours per week on a permanent basis. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to table action on St. <br />l::rancis' request for building official services on a part-time basis and request that City Building <br />Official Glyn Huff be present at the next Council meeting to discuss the issue. <br /> <br />Further Discussion: Councilmember Pearson inquired as to who would be held responsible if the <br />Building Official of the City of Ramsey made a wrong decision while on duty in St. Francis. Mr. <br />Goodrich confirmed that liability is also one of Mr. Huffs concerns. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #10: Review Op_~ortunities _fgr Financing the Construction of a Public <br /> Works Garage and/or Police Department. <br /> <br />Mr. Hartley stated that, in his research, he has found that an Economic Development Authority <br />(EDA) can be used as a means to finance a public works facility in Ramsey. Mr. Hartley <br />recommended that the City Council appoint a subcommittee .to research the possibility of <br />establishing an EDA and if so, what the composition of the EDA should be and what the affect will <br />be on the City's Economic Development Commission. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to establish a committee <br />to review the establishment of an Economic Development Authority. <br /> <br />Further Discussion: Councilmembers DeLuca and Pearson volunteered to serve on the Economic <br />Development Authority Committee. <br /> <br />Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca <br />and Cich. Voting No: None.
