Case #13: Adopt Resolution A~proving Plans and Specifications an0 Or0erin_e
Advertisement for Bids for lmpro, vement Project 890-29,

Mr. Otto stated that plans and specifications have been prepared for improvements at River's Bend
Park. The proposed improvements are to be funded with CDBG dollars which previously hadbeen
used for an economic development revolving loan fund which is now defunct. The City has until
December 31, 1990 to use the $27,000.00 in CDBG funds previously allocated for the economic
development revolving loan fund. Mr. Otto noted that pursuant to a previous City Council
discussion, he has performed some research and determined that a weather shelter would not
qualify for CDBG funding as it would benefit the entire community and not just senior citizens and
handicapped persons.

Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt Resolution #90-
10-342 approving plans and specifications and authorizing advertisement for bids and to obtain
quotes on remaining items of work for Council consideration for Improvement Project #90-29.

Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca
and Cich. Voting No: None. Absent: Mayor Reimann.

(Tase #14; Adoption of Ordinance Amending the Number Of lhe Cilv Code of lhe
City of Ramsev and Adding a Chapter illed "General Provisions",

Mr. Hartley stated that an ordinance has been drafted and introduced to renumber the Ramsey City
Code to make it more understandable.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt Ordinance
#90-22, amending the numbering of the City Code in the City of Ramsey and adding a chapter
entitled, "General Provisions".

Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca
and Cich. Voting No: None. Absent: Mayor Reimann.

.Case # 1: Reo_uest for Site Plan Review of Sunfish Business Center. Case of
Wayne Johnson. Nor~:h Lake Prgperties. In¢,

Mr. Bill Dubats was present, representing Wayne Johnson of North Lake Properties, Inc.

Ms. Frolik stated that North Lake Properties, Inc. is requesting site plan approval to construct an
office/manufacturing facility on Lot 3, Block 1, Ramsey 67, Industrial Park, First Addition. The
facility would be developed in two phases and this particular site plan approval would apply to the
first phase which consists of ten manufacturin~office units consisting of 16,990 square feet and an
accessory structure. At this point, there are two outstanding issues. The first issue is that the City
has not yet received Anoka County's approval of the proposed drainage plan for the site. The
second issue is that Phase One includes ten loading docks and although accommodating one semi
trailer would be workable, no simultaneous use of loading docks by semi trailers would be
possible.

City Engineer Jankowski stated that the applicant has developed a similar facility in Maple Grove
and upon talking to one of the tenants, he has found that on occasion there are deliveries made bv
semi trailers and the`,, are able to manuever on the property. Mr. Jankowski stated he also talked tb
City staff at Maple ~ro`,,e and the,,, indicated that their code is similar to the City of Ramsey's, but

City Council/October 23, 1990
Page i1 of 18
