City can accept the force main which goes from the landfill to north of Highway #10. There will also be a system in place to shut down an.-,, discharge from the landfill in the event of a storn~ or thc storm sewer system is filled to capacity. WMM1 must also obtain thc necessary permits from PCA, who monitors the quality of the water being discharged, tn addition, WMM1 will indemnify the City under their general indemnification. Steve Kollodge, WMMI Engineer, thought that WMMI and the City Staff m'e in agreement and that it is in everyone's interest to get the groundw,'uer clean-up under wa3,. Councilmember DeLuca suggested that the terminology "tile best available technology" be inserted since the project will last for many years and there ma.',' be a time when better technology is available. Mr. Goodrich suggested stating "a minimum of 95 percent or tile best available technology, whichever is greater". Councilmember DeLuca suggested on Page 3, Item 6, that the televising be done for the new section of sewer line as well as the old. Mr. Goodrich agreed that was the intent, but suggested it be clarified by adding the wording "that would televise the entire system down to the river". Councilmember DeLuca noted the exact northern point where the City's sewer line will be terminated has not been defined. Mr. Jankowski explained the intent is to bring it to the north property line of the Burlington North Railroad tracks and whatever is reasonable beyond that to make the system work. Councilmember DeLuca noted the storm sewer system may be needed for the McKinley Street extension, thinking there ma,,, be some cost savings to doing both projects together. He urged Mr. Jankowski to investigate that'further. Mr. Jankowski didn't know if the time frame would be such that the two could be done together, but he will look at it more closely. Motion by Councitmember DeLuca and seconded by Councilmember Cich to approve the ageement ganting authorization to Waste Management of Minnesota, Inc. to discharge processed groundwater into the City's storm sewer system as proposed by the City Attorney. Motion carried. Voting Yes: Mayor Reimann, Councilmember DeLuca, Cich, Pearson and Peterson. Voting No: None. Case #6: Becky Weiss Bike Roadeo Finance Officer Ashley reviewed the receipt of a donation to be used on behalf of the Becky Weiss Bike Roadeo to promote bicvcte safety in the Cit,,, of Ramsey. Because it is on behalf of a private event, in order to accept the donation and make future disbursements, the Cit,,, Council must a_,zree that this is something that should happen within the financial records of the'City. She sugge'~ted the funds be placed in the resu-icted fund called "Peace Officer Fund". Police Chief Mike Auspos explained some of the items needed for the roadeo. The donation was made to the Ramsev Police Department and deposited in a restricted fund. Though there is no written policy, the funds would be limited onh' to supplies; no personnel costs will be charged to that account other than possible for promotiona} celebrities.
