She felt it is important thai the Interim Administrator <br />spearhead that pro. iec~ and that all of the Staff become familiar with it. <br /> <br />Councilmember Bever felt the City's Bond Counsel should be. coordinating TIF projects and <br />getting the necessau, documentation finished. Councilmember Hardin felt that is being done. <br /> <br />Ms. Frotik reviewed the financing problem of the four developers involved in the current TIF <br />project and stated that a meeting has been scheduled next week with those developers. <br /> <br />Councilmember Cich felt any interim Administrator should be charged with coordinating all <br />activities but should not be making any changes in policy. He feh this person would be <br />responsible for signing documents, coordinating activities and "fixing what is broke and not fixing <br />w,hat isn't broke". He also had confidence in the expertise of the Department Heads to solve and <br />correct whatever problems there are. <br /> <br />Councilmember Beyer noted a good administrator will not do everything themselves but will <br />depend on the Department Heads to cam, out the activities. <br /> <br />There was some discussion on the matter of Staff being able to speak directly with <br />Councilmembers. The Council agreed that there needs to be a procedure for Staff to deal with <br />issues, but also wanted to be kept aware of what is happening. <br /> <br />Discussion returned to making a decision relative to an Interim City Administrator. Though it was <br />realized that it is important that an Interim Administrator be hired as soon as possible, the Council <br />agreed that the Personnel Committee should look further at suggestions and proposals from Mr. <br />Strauss and Sathe and Associates, Inc. and to make a recommendation to the Council. <br /> <br />A Personnel Committee meeting was tentatively scheduled for Thursday morning, January 17, <br />1991 at the Ramsey Municipal Center to meet with IXO. Strauss and a representative from Sathe and <br />Associates, Inc. <br /> <br />Discussion began on advertising for the position of City Administrator. A suggestion was that the <br />position require a degree and/or experience and that a deg-ree would not necessarily be required if <br />there is adequate experience. Ads will be placed in the local paper as soon as possible. Council <br />also suggested it be placed in the League of Minnesota Cities Bulletin. <br /> <br />]',,'Is. McAloney staed she would present sample ads to the Personnel Committee at Thursday's <br />meeting for their review of both the ad and qualifications for the position. She estimated it would <br />be the first half of April before a full-time Administrator would begin, if all goes smoothly and on <br />schedule. <br /> <br />Councilmember Beyer suggested the process of hiring and Administrator v:ould be: 1) Staff <br />reviev,, applications and recommend the top candidates; 2) The Personnel Committee interview <br />those candidates, narrowing it to three or ~[c)ur: and 3) The full Council interview those three or <br />four finalists and make the final decision.
