CASE #4 <br /> <br />REPORT ON MCKINLEY STREET PROJECT <br />By: City Engineer Steven Jankowski <br /> <br />Back, ground: <br /> <br />The proposed McKinley Street project will consists of constructing approximately one half mile of <br />roadway constructed to MSA standards, installing a trunk watermain along the route and providing <br />closed conduit storm drainage which will discharge into the 36" storm sewer currently being <br />extended along Sunfish Lake Boulevard. The route of McKinley Street has been determined by an <br />existing sanitary sewer interceptor. <br /> <br />Legal Agreement; The City has authorized entering into an agreement with two property owners <br />through whose land the project will be constructed. The agreement obligates the City to provide <br />these aforementioned improvements to exchange for right-of-way dedication. This agreement <br />states the improvement shall be in place by December 31, 1991. At the time of this writing, the <br />agreement has not been executed by the landowners. <br /> <br />Coordination with the City of Anoka: The City of Ramsey's Comprehensive Sewer Plan shows <br />McKinley Street extending eastward into the City of Anoka and connecting to its existing terminus <br />just west of its intersection with Thurston Avenue. Recently, I became aware that the City of <br />Anoka had approved a preliminary plat in February 1988 which planned for McKinley street to <br />terminate approximately 900 feet east of the City Limits with Ramsey and then extend northward as <br />Neon Street to intersect with County Road #116. <br /> <br />In preliminary discussions with City of Anoka officials, there are no impending plans for <br />immediately development of the Anoka side of the industrial area; and the long term benefit of the <br />connecting 900 feet of roadway was acknowledged. I will be meeting with the Director of <br />Development of the City of Anoka prior to the Council meeting to discuss potential solutions to this <br />problem. However, under the worst case scenario, that is the roadway not being able to be <br />extended eastward to Thurston Avenue, it would be possible to provide a second access out of the <br />area by constructing a north/south road to connect to County Road #116. <br /> <br />Project Funding: The project has an estimated construction cost of approximately $400,000. In <br />addition, approximately $60,000 will be needed for engineering, legal and administrative costs if <br />these services are provided entirely by consultants. I am considering proposals from two <br />engineering consultants for complete services as well as the concept of the City Engineering <br />Department providing the project design and observation, while contracting only for staking <br />services. The monies to finance the project are available from TIF generated funds in excess of the <br />amount required to pay back the TIF bonds. <br /> <br />Project Sche&d¢: The following is an anticipated project schedule: <br /> <br />April 15, 1991 <br />April 23, 1991 <br />May 13, 1991 <br />June 10, 1991 <br /> <br />Sign contracts with landowners <br />Council authorize engineering assistance <br />Obtain necessary survey work <br />Finalize plans and specs <br /> <br /> <br />
