Subd. <br /> <br />b) <br /> <br />10 Maintenance. <br /> <br />The surface and structure of all signs must be kept refinished as necessary to prevent the <br />sign surface from becoming unkempt in appearance. When any sign for which a permit is <br />required is removed, the zoning officer shall be notified and the entire sign and its <br />components shall be removed. The zon. in.g officer will use the following <br />guidelines to determine if the sign ~s ~n unkempt in appearance; rust, <br />peeling paint, structural damage, message damage, weathering. <br /> <br />The permit owner shall be responsible for all of the requirements of this ordinance, <br />including the liability for expense of removal and maintenance incurred by the City. <br /> <br />9.12.04 <br /> <br />Subd. 1 <br /> <br />Subd. 2 <br /> <br />Subd. 3 <br /> <br />Subd. 4 <br />Subd. 5 <br /> <br />Subd. <br />Subd. <br />Subd. <br /> <br />Subd. <br /> <br />Subd. <br /> <br />PROHIBITED SIGNS <br /> <br />"A" Frame or Sandwich Board Signs. "A" Frame or Sandwich Board signs <br />are prohibited. <br /> <br />Banners and Pennants. Banners, penants, streamers, balloons, and other gas <br />filled figures, are prohibited except as a temporary sign as provided for in Section <br />9.12.05 (Temporary Signs). <br /> <br />Flashing signs. Flashing signs are not permitted in any district except as <br />provided for in 9.12.03, Subd. 7 (General Provisions - Illumination). <br /> <br />Motion signs. Motion signs are not permitted in any zoning district. <br /> <br />Portable signs. Portable signs are prohibited except as temporary signs as <br />provided for in Section 9.12.05 (Temporary Signs). <br /> <br />6 Projecting signs. No projecting sign shall be permitted in any district. <br /> <br />7 Roof signs. Roof signs are prohibited in any zoning district. <br /> <br />Signs on parked vehicles. Signs placed on or affixed to vehicles, trailers <br />and/or any other type of mobile equipment on a public right-of-way, public <br />property, or private property so as to be visible from a public right-of-way where <br />the apparent purpose is to advertise a product or direct people to a business or <br />activity located on the same or nearby property are prohibited. However, this is not <br />in any way intended to prohibit signs placed on or affixed to vehicles and trailers, <br />such as lettering on motor vehicles, where the sign is incidental to the primary use <br />of the vehicle, trailer and/or any other type of mobile equipment. <br /> <br />Signs on trees. Signs which are attached or otherwise affixed to trees or other <br />vegetation are prohibited. <br /> <br />10 <br /> <br />Signs painted on walls. Signs painted on an exterior wall, facia, parapet or a <br />chimney of a building or on a fence are prohibited. <br /> <br />11 Signs which imitate traffic control devices.
