Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #14-03-043 <br />A RESOLUTION APPROVING THE ISSUANCE OF A CONDITIONAL USE PERMIT <br />FOR BEEKEEPING ON A RESIDENTIAL PROPERTY AND DECLARING TERMS OF <br />SAME. <br />WHEREAS, Elizabeth and David Edwards, hereinafter referred to as the "Permittee" have <br />properly applied to the City of Ramsey (the "City") for a Conditional Use Permit to conduct <br />beekeeping on the property generally known as 16101 Turnberry Turn NW and legally described <br />as follows: <br />Lot 15, Block 1, Northfork Highlands Addition, Anoka County, Minnesota <br />("Subject Property") <br />WHEREAS, the Planning Commission met on March 6, 2014, conducted the <br />public hearing and recommended City Council approve/deny the request. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That based on Findings of Fact #0923, a Conditional Use Permit (the "Permit") for <br />beekeeping is hereby granted to the Permittee. <br />2. That this Permit allows for beekeeping activities, specifically to maintain up to two (2) <br />honeybee colonies, on the Subject Property. <br />3. That the Permittee's equipment used to house the honeybees shall not exceed a volume of <br />twenty (20) cubic feet each. <br />4. That the Permittee shall provide a separate water source for the honeybee colonies to <br />ensure that the honeybees have a constant supply of water. <br />5. The Permittee shall at all times keep the hive(s) at least twenty-five (25) feet from any <br />property line or shall be required to install a flyway barrier that consists of 100% opaque <br />fencing, dense coniferous vegetation, or a combination thereof and said flyway barrier shall <br />extend at least twenty-five (25) feet beyond the hive(s). <br />6. That the Permittee agrees not to locate the hive(s) within any drainage and utility <br />easement. <br />7. That should either colony exhibit unusually aggressive characteristics by stinging or <br />attempting to sting without due provocation, or exhibit an unusual disposition towards <br />swarming, the Permittee shall requeen the colony; the new queen shall be selected from <br />stock bred for gentleness and non -swarming characteristics. <br />
