municipal goals, including boosting economic activity and improving transportation safety for <br />both motorists and pedestrians when constructed. <br />Chair Olsen stated this is a project that has been under consideration for a long time and she feels <br />the next step should be taken to look for engineers and consultants. <br />Parks & Assistant Public Works Superintendent Riverblood stated this will give a much needed <br />connection for the City of Ramsey. <br />Commissioner Mobry asked if this would be done in conjunction with the reconstruction of <br />Highway 10. <br />Riverblood replied there are no plans or budget for the conversion of Hwy 10 to freeway status at <br />this time. There will be work done on the interchange. This skyway project will be separate <br />from the interchange or any Hwy 10 reconstruction. The pedestrian skyway project will have <br />design elements that would, however be compatible with any future Hwy 10 reconstruction. <br />Motion by Commissioner Chubb, seconded by Commissioner Barr, to recommend to City <br />Council that the Public Engagement and Alternative Analysis process begin, as part of the <br />Request for Proposals for permitting geotechnical engineering and final design services for the <br />Mississippi Skyway. <br />Motion carried. Voting Yes: Chairperson Olsen, Commissioners Chubb, Barr, and Mobry. <br />Voting No: None. Absent: Commissioners Bennett and Fyten. <br />6. COM1VIISSION /STAFF INPUT <br />Parks & Assistant Public Works Superintendent Riverblood stated the number of patrons at the <br />skating rink facilities reflect the very cold weather. Use is substantially down from previous <br />years. The Elmcrest Park building project has been delayed due to the cold weather. The <br />Community Development Depaitinent has issued the permit and construction is planned to begin <br />February 24 and be completed in June. Staff is looking at purchasing chairs and benches, as part <br />of the building project's contingency. <br />The question came up whether to purchase chairs for the Lions Pavilion for a concert they are <br />planning The Commission could consider whether renting would be more cost effective. <br />Commissioner Barr asked if Mr. Riverblood had pricing. <br />Riverblood stated he has not had an opportunity to check on pricing for purchasing vs. rental. <br />Chair Olsen stated if this is a one time special event and since the storage space is limited, it <br />would make sense to do a rental rather than purchase. <br />Park and Recreation Commission /February 13, 2014 <br />Page 4 of 5 <br />
