PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing for Improvement Project #91-01 (Highway <br /># 10 sewer and water). <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Richard Cich <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />Acting City Administrator, Finance Officer Sandra Ashley <br />City Engineer Steve Jankowski <br />Personnel Coordinator Kay McAloney <br />Zoning Administrator Sylv/a t::rolik <br />City Attorney William Goodrich <br />Klm Knutson, Anoka County Union <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson turned the public hearing over to Councilmember Peterson. Councilmember <br />Peterson called the public hearing to order at 7:08 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated that this sewer and water project is designed to extend sewer and <br />water to five parcels between the eastern City limits and JR's Saloon. Total construction costs for <br />sewer and water trunk main and lateral main is $142,000 plus additional engineering costs, <br />inspection costs, administrative costs, attorneys cost and contingencies. The figure to cover these <br />additional costs is about 30% of the construction costs which brings the total to approximately <br />$186,600. The method of assessing is a set unit charge based on the number of acres benefitted. <br />With regard to lateral charge, all project costs associated with laterals are divided by number of <br />acres benefitting. The total amounts are payable over a 10-year period with interest. Adding both <br />lateral and trunk, the total would be approximately $3,200 per acre, per year, for 10 vears. In <br />addition, another charge is collected for Men'opolitan Waste Control Commission (MWQC) based <br />on the type of use. He added that he couldn't really. ~give definite charges on what would be <br />collected for MWCC and that it requires further review. Regarding the schedule, there is a <br />mandatory 60 day waiting period for parries to petition for or against the project and it is then up to <br />the Council's discretion if there is not a petition. Assuming the project proceeds, the plans and <br />specs will be ordered about mid-May and it should be under construction mid-June. Construction <br />takes about 45 to 60 days and there will be a final assessment hearing upon completion. The <br />precise assessments will be set at that time. Mr. Jankowski presented overheads showing the <br />estimated costs and break-downs of those costs. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Tom Gedde, Attorney, stated he was representing the Guy property. He stated that the <br />property is legally in trust now and added that he thinks it's terrAfic the City of Ramsev is ioo 'king <br />at this project. However, his concern is that the Guy property is not intensely used at this point. <br />There are a couple of small garages and the income is nominal.
