CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Improvement Project #91-04 <br />Sealcoating Reilley Estates 1st, 2nd and 3rd Additions. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Richard Cich <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Acting City Administrator/Finance Officer Sandra Ashley Helling <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 7:24 p.m. to discuss Improvement Project <br />~91-04 - Sealcoating Reilley Estates 1st, 2nd and 3rd Additions. <br /> <br />PRESENTATION <br /> <br />Mr. Jankowski stated that this street was built in 1976 and sealcoated in 1981. It will need only <br />minor repair. There are 53 units to be assessed and the estimated amount is $I60.00 per unit. <br /> <br />CITIZEN INPUT <br /> <br />John Ploeger, 15640 Juniper Ridge Drive, Ramsey - asked why the residents of Ramsey are <br />paying an additional maintenance fee for public streets. <br /> <br />Mr. JankowsH stated the projects are special assessed rather than taken out of the general fund <br />because the City has levy limits governing the amount it taxes its residents. Special assessments <br />are another avenue for revenue for the City. <br /> <br />/~H. Ploeger stated if he was living somewhere else, he wouldn't be paying the special assessment <br />for the maintenance of the road. He felt that the general fund should be used to pay for it since it is <br />a public road. He added that his tax dollar pays for ~ading dirt streets and they should also pay <br />for his sealcoaring. He feels he is paying road taxes and then being assessed again. He asked <br />what would happen if the project was defeated by a petition. <br /> <br />Councilmember Bever stated the City has a responsibility to maintain roads in a safe manner. If <br />the seatcoating was Deritioned against, the City would revert the street back to din when it is no <br />longer ma/ntainable as a paved street due to deterioration. <br /> <br />Mr. JankowsH stated that the cost of this year's sealcoating pro,am is approximately $140,000. <br />If the City does the streets on a seven year basis, $60,000 to $70,000 a year would have to be a <br />tine item in the budget. <br /> <br />*H. Ploeger stated that the interest on the money sitting in the general fund right now would pay <br />for the sealcoating. <br /> <br /> <br />
