The City has been receiving funding for ]andfll) <br />abatement activities since ]988. The 1990 SCORE )egis)at)on <br />amounted to a considerable increase in ad)Jars to the City. The <br />City is scheduled to receive about $31,000 for I991 and has been <br />allocated $1S,719 for the first half of the year. The second half <br />of the funding wi]] depend somewhat on the cutbacks made on the <br />State ]eve]. Final]y, Mr. Jankowskt noted the suPvey of what other <br />cities ]n the county are doing to fu]fi]] the requirements of the <br />SCORE legislation. <br /> <br />Counci]member Cich reconrnended that Mr. Jankowsk] be more creative <br />in finding ways to continue the Recycling Program in the City in <br />the event the funding is reduced. <br /> <br />Councllmera~er Beyer noted the data on one City in the report ts <br />Inaccurate, questioning the accuracy of some of the other data. <br />stating the funding for these programs comes from the cities, it <br />imp)les it comes from the Genera] Fund. She noted that in <br />Lexington, the SCORE funds are used, not the Genera] Fund. <br /> <br />By <br /> <br />Mr. Jankowskl clarified the indication that the funding comes from <br />the City can mean that it is paid for by SCORE funds. The intent <br />was to show whether the program was pal~ for by the citizens or by <br />the City. <br /> <br />Mrs. He))ing noted the contract with Ace So)id Waste Management is <br />just under $40,000 a year. The City pays whether there is a pickup <br />from each home or not. She also reported the Staff wi]] bring the <br />issue back in May to discuss how to proceed In the future. <br /> <br />No further Council action was taken. <br /> <br />CASE ~ 8: E¢onotnic Development Authority <br /> <br />Mrs. He)ling explained that in the past, some Counci]memDers have <br />felt an Economic Development Authority would duplicate the <br />functions of the Economic Development Company. That Company has <br />been somewhat inactive, so she believes that conflict ~oes not <br />apply at this time. It is an important issue that needs to De <br />reviewed. Staff is recommending that once the City Ac~inistrator <br />joins the City, a suDcornmittee be established to review this item. <br /> <br />Council discussion was to wait until the new City AcCninistrator is <br />hired, who would De a member of the task force to research this <br />thoroughly. <br /> <br />CITY COUNCIL/APRIL 9, 1991 <br /> Page 8 of 1! <br /> <br /> <br />
